Three proposals were received in response to a Request for Proposal for the selection
of a consultant for the Urban Forest Evaluation. Acting Leisure Services Manager Pat
Prevenas recommends City Council approval to hire Confluence as the consultant for
the Urban Forest Evaluation project, and that City staff be authorized to negotiate a
contract for services.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The purpose of this memorandum is to request City Council approval of hiring
Confluence as the consultant for the Urban Forest Evaluation.
The Fiscal Year 2010 operating budget contains $25,000 to review Dubuque's current
urban forest condition and make critical recommendations with respect to best
management practices and future initiatives.

The review committee recommends that Confluence be hired and a contract for
services be negotiated. Confluence was hired in 2009 to develop the Roosevelt Park
Master Plan and provided a quality plan and was very cooperative with staff in
suggesting options. The Confluence project team has a strong combination of
landscape architects with lead consultant Steve Ford, assisted by Arborist Keith Majors.
ACTION STEP
The action requested is that the City Council approve hiring Confluence as the
consultant for the Urban Forest Evaluation project.
