HISTORIC PRESERVATION COMMISSION PRESERVATION FAIR COMMITTEE
REGULAR SESSION
5:30 p.m.

Commissioners Present: Chairperson Emily Hilgendorf, Commissioner Joseph Rapp.
Commissioners Excused: None.
Commissioners Unexcused: None.
Community Partners Present: Duane Hagerty and Megan Viertel, both of Heritage
Works.
Staff Members Present: Chris Happ Olson.
CALL TO ORDER: The meeting was called to order by Chairperson Hilgendorf at 5:40
p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying
the meeting was being held in compliance with the lowa Open Meetings Law.
PLANNING FOR PRESERVATION FAIR: Commissioners welcomed Megan Viertel,
new marketing employee with Heritage Works, and Duane Hagerty to the meeting.
Staff Person Chris Happ Olson distributed updated copies of the Preservation Fair
Planning Document, dated 7/18/19. Guest Megan Viertel distributed two versions of
draft marketing material and a draft press release.
Discussion of event planning and details followed. A followup marketing subcommittee
meeting was set at 9:00 am on Tuesday, July 23, 2019 at the Heritage Works office.
The committee by consensus agreed that Olson should email a copy of the Fair
Planning updated to Hilgendorf and Viertel following the Preservation Fair Planning
Committee meeting in order to prepare for the July 23 marketing meeting.
In addition to the discussion outlined in the Minutes Supplement, the committee was
updated by Olson regarding the new Lead Safe Grant received by the City of Dubuque
Housing & Community Development Department. She described that with the new
grant, new staff were hired and that the Planning Services Department and the Housing

& Community Development Departments were working to determine how to better braid
funding programs, like the Lead Safe Housing and various rehabilitation funds to better
address the issues of aging architecture in Dubuque, including preservation and making
homes safe for families. Olson described the triangle of challenges faced by our
community, specifically in regards to wood window restoration:
1 . Lack of trained professionals to restore wood windows in Dubuque.
2. The cost of bringing in scarcely available, out-of-town professionals to perform
work, leading to unusually high costs due to associated travel and/or lack of
competitive market.
3. Challenges with federal funding restrictions, especially around the requirements
for temporary relocation of families while interior lead abatement is taking place.
The limited time window allowed is not conducive to small firms being able to
finish window restoration in time. An example given was that family displacement
is supposed to be less than 14 days, when it typically takes at least two weeks
for glazing to cure.
Discussion followed. Olson added that Planning Services is working with the Housing &
Community Development Department to include their staff in the 4-hour Wood Window
Workshop, so they can understand what is involved in restoration. She noted the fact
that Heritage Works helped make all the workshops free is very much appreciated by
the program staff. Olson added that the Housing Department will help coordinate with
Planning Services to ensure that notice is made available to their contractors for both
workshops, as well as their staff. Duane Hagerty added that Heritage Works will work
with Olson to coordinate and market the workshops.
Hilgendorf asked staff if it was known how approximately how many homes were tainted
with lead paint in Dubuque. Olson estimated, referring to an old statistic, that she
believed that a majority existing Dubuque homes were built by the 1940s. She said that
knowing that lead paint was legal to use through the 1970s, and that people continued
to use existing lead paint following the repeal of lead paint by law, it is estimated that a
vast majority of homes have had lead paint. She stated that a relatively small
percentage of those homes have had paint removed or mitigated as a result of our the
City's Lead Hazard Control programs over the years and speculated that a majority of
homes in Dubuque still have lead paint in them. Hilgendorf requested that staff try to
find that information, as it was relevant to helping the community better understand the
issue. Olson agreed to seek out the data.
Additionally, Olson suggested the possibility of a potential side meeting with the
workshop presenter Bob Yapp, Heritage Works, members of the Commission and City
Staff, with a goal to talk about the challenges our community has and determine if there
are ways to help make wood window restoration feasible in Dubuque. Hilgendorf
suggested a morning or dinner meeting on Friday September 6, 2019, before or after
the 4-hour workshop. Olson suggested a morning meeting to allow for staff to attend.

Hagerty said he would follow up with the presenter to ask if it was possible and set a
time. Consensus from the committee was that this would be beneficial for Dubuque.
