MEETING MINUTES OF
July 8, 2019
Commissioner Allen called the meeting of the Dubuque Human Rights Commission to order at
431 p.m. on Monday, July 8, 2019, at the Jule Operations & Training Center, 949 Kerper Blvd.,
Dubuque, lowa.

Approval of Minutes from June 10, 2019
Motion by Jackson, second by Schiesl to approve the meeting minutes of June 10, 2019. All in
favor of accepting the meeting minutes as submitted.

Discuss Partnership with International Day of Peace September 21, 2019
Borovic moved to partner with the International Day of Peace by adding our organization to
the list of partners, conduct an event as part of the Festival, and publicize the Festival
through our organizations resources. Breiffelder seconded. All in favor.
Standinq Items: Goals
Goal #1: Education
Goal #2: Housing
Commissioner Allen attended the Friends of Fair Housing monthly meeting. Renovations
are being made to the old St. PaYs School to construct affordable housing units. Alexis
Steger will be attending the August meeting to provide an update on Source of Income.
Goal #3: Employment — GDDC (Kristin Dietzel), NICC (Erin Powers-Daley)
Kristin and Erin were invited to share information on workforce and educational programs and
partnerships as it relates to their training and skill building opportunities.
Kristin provided an overview of GDDC workforce programs: Dubuque Works; Opportunity
Dubuque; HR Action & Workforce Assistance; Data Analytics & Prospect Development;
Newcomer Services; and Distinctively Dubuque. They partner with employers to identify
workforce opportunities, develop proactive solutions, and works to retain the workforce.

Erin at NICC work closely with Opportunity Dubuque in meeting employers needs for a
qualified workforce. Through the Success Model Program, they offer education and outreach
opportunities and the use of success coaches, to assist students with navigating the services
and resources available. The coaches help students maneuver any barriers through
education and training and then works with them to obtain employment or additional training
at NICC.
Jackson provided a brief update on the planning for the Race Conference. A press
conference announcing the Race Conference was held Friday, June 21, 2019.
Commissioner Allen stated that the Commission is tasked with planning the format for the
community forum that will be part of the Race Conference. Schiesl and Breiffelder
volunteered to work with Allen on the planning committee. They will meet at 530 pm on
July 11 at the MFC. He asked that Commissioners promote the conference to any groups
or organizations they have partnerships with.

Commissioner Parks motioned and Commissioner Schiesl seconded to adjourn. All in favor. The
meeting ended at 5:51 p.m. The next regularly scheduled meeting is Monday, August 12, 2019, at
the Jule Operations & Training Center, 949 Kerper Blvd.
