INTRODUCTION
The purpose of this memorandum is to request your approval and the authorization to
proceed with a vapor study at the Water Treatment Plant through execution of the
attached Blackstone Environmental contract.
BACKGROUND
Water Treatment Plant staff during the recent high river levels have reported smelling fuel
or diesel in the lower levels of the water treatment plant and the filter room. The odor has
been noticed on several occasions in the past and is only noticeable during times when
the Mississippi River water levels are at flood stage.
DISCUSSION
To better understand where the fuel odor is coming from and to determine if there are
health concerns, Blackstone Environmental was contacted to provide the attached quote
to perForm a vapor study at the water treatment plant. The intent of the study is to better
understand the indoor air quality and determine if volatile organic compounds are present
when the river is high.
Blackstone Environmental are proposing to complete the following services, in
accordance with the City's Master Services Agreement for Professional Environmental
Consulting Services dated 9/21/2018:
• PerForm a 24-hour indoor air sampling event at four locations in the plant during a
high river elevation condition; and
• Complete a report on all findings identifying any and all risks.
It is understood the City of Dubuque is conducting this study of its own volition.
BUDGETIMPACT
The quote from Blackstone Environmental to perform the above services is $5,269.
The current fiscal budget does not directly identify a capital improvement line item for this
activity, however due to the nature and importance of the work, line item 7402030-62712
VACUUM FILTER STUDY-CONSULTING ENGINEERS has been identified as having
available funds that can be redirected to support the Water Treatment Plant Vapor Study.
The line item is currently funded at $30,000, of which $17,069 was identified for funding a
Chromium 6 study. The remaining funds available for the vapor study would be $12,931.
The vacuum filter project will be evaluated during a water treatment plant condition
assessment project, which is scheduled for proposal during the FY21 budget process.
REQUESTED ACTION
The purpose of this memorandum is to request your approval and the authorization to
proceed with a vapor study at the Water Treatment Plant through execution of the
attached Blackstone Environmental contract, and authorization to use funds as described
herein.

Blackstone Environmental, Inc. (Blackstone) is pleased to present this proposal to provide
environmental support services to the City of Dubuque. This proposal includes indoor air sampling
at the Dubuque water treatment plant.
This investigation will be conducted in accordance with the Scope of Work described below and our
City of Dubuque Master Services Agreement for Professional Environmental Consulting Services for
Engineering On-Call Services fully executed on 9/21/2018 and the terms and fees in this Work Order.
PROJECT UNDERSTANDING
Blackstone understands that the City of Dubuque would like to sample indoor air inside of the City
of Dubuque water treatment plant for volatile organic compounds (VOCs)when Mississippi River
levels are relatively high and petroleum hydrocarbon odors are noticeable in the building. Four
distinct areas will be sampled for VOCs using SUMMA cannisters. Sample results will be
compared to indoor air standards and evaluated using the lowa DNR Risk Calculator.
SCOPE OF WORK
Task 1: Project Management and Contingency — Blackstone will coordinate with water
department, analytical laboratories, subcontractors, the City of Dubuque, the City of Dubuque's
consultants and contractors, and the lowa Department of Natural Resources.
Task 2: Indoor Air Sampling— Blackstone will coordinate with the city in order to plan a 24-hour
indoor air sampling event during high river elevation conditions (as defined by city) at the water
plant. Indoor air will be sampled for volatile organic compounds via SUMMA cannister at four
locations as directed by the city. Blackstone will summarize results and provide risk calculation
results to the city.
Task 3: Out of Scope Activities — Blackstone will track out of scope activities requested by the
City of Dubuque under this task for incorporation into change orders.
FEES
The Blackstone Team will complete the Scope of Services on a time-and-materials basis as
estimated in the attached Fee Detail Work Order 1934.11 and using the attached Blackstone
Environmental Fee Schedule.
