INTRODUCTION
The purpose of this memorandum is to request your approval and the authorization to
proceed with an independent study of Chromium 6 through execution of the attached
Blackstone Environmental contract.
BACKGROUND
As defined by the United States Environmental Protection Agency (USEPA) website,
"Chromium is an odorless and tasteless metallic element. Chromium is found naturally in
rocks, plants, soil and volcanic dust, and animals. Chromium-6 occurs naturally in the
environment from the erosion of natural chromium deposits. It can also be produced by
industrial processes. There are demonstrated instances of chromium being released to
the environment by leakage, poor storage, or inadequate industrial waste disposal
practices."
The existing national primary drinking water regulations for Chromium, regulated as an
Inorganic Chemical (IOC), is listed as Chromium (total) with a Maximum Contaminant
Level (MCL) of 0.1 mg/L or 0.1 ppm and a Maximum Contaminant Level Goal (MCLG) of
0.1 mg/L or 0.1 ppm.
There is not a separate listing for Chromium 6 as an individual regulated contaminant; this
does not prevent more stringent standards that may be put in place by a State, in this
case, California.
The City of Dubuque Water Works tested Chromium 6 and Chromium, total, in 2014,
under the requirements of the Unregulated Contaminant Monitoring Rule 3 (UCMR3),
results are attached. The results show the presence of Chromium, hexavalent (6) and
Chromium, total, are above the Minimum Reporting Levels. The Minimum Reporting Level
is reflective of the testing method and the concentration over which the contaminant is to
be reported, not a Goal or Limit as would be typically seen in a regulatory listing.
The UCMR program was developed by the USEPA, required by the Safe Drinking Water
Act, to establish criteria for monitoring unregulated contaminants. The program can
identity no more than 30 contaminants to be monitored every five years. The data
collected from monitoring of unregulated contaminants is used to develop regulatory
decisions for contaminants in drinking water. Currently Chromium 6 is not a regulated
contaminant and not monitored for reporting purposes under the Dubuque Water Works
operating permit. The USEPA required a selected number of systems to perform
chromium-6 monitoring under the third Unregulated Contaminant Monitoring Regulation
(UCMR 3), of which Dubuque Water Works was selected in 2014.
Prior to 2014, Chromium, total and Chromium, hexavalent (6) were tested in 2011.
Results are attached. In each test, the results were below the Method Reporting Limit or
the detection limitations of the test.
To date, no further tests have been required or samples taken for additional testing, nor
are there permit requirements for Chromium, total, or Chromium 6 in the Dubuque Water
Works operating permit.
DISCUSSION
The City of Dubuque and its City Manager recognizes and acknowledges the vigilance
required to ensure the City's drinking water remains the highest quality. Therefore, to
assist the City, Blackstone Environmental was contacted to provide the attached quote to
perform a study on Chromium 6 also known as hexavalent chromium. The intent of the
study is to better understand the nature and extent of the hexavalent chromium detections
found in the City's public drinking water supply during the UCMR 3 sampling.
Blackstone Environmental are proposing to complete the following services, in
accordance with the City's Master Services Agreement for Professional Environmental
Consulting Services dated 9/21/2018:
• Review previous sampling results, lab data, and GIS mapping data
• Identify potential sources for hexavalent chromium near drinking water supplies
• Review industrial facilities in the area of drinking water supplies
• Provide a strategic evaluation plan for additional testing and perForm those
additional tests
• Complete a report on all findings, comparing results to lowa Department of Natural
Resources and U.S. Environmental Protection Agency resources and standards;
and report back to the City of Dubuque.
It is understood the City of Dubuque is conducting this study of its own volition; and that
there is no national drinking water standard for Chromium-6.
BUDGETIMPACT
The quote from Blackstone Environmental to perForm the above services is $17,069.
The current fiscal budget does not directly identify a capital improvement line item for this
activity, however due to the nature and importance of the work, line item 7402030-62712
VACUUM FILTER STUDY-CONSULTING ENGINEERS has been identified as having
available funds that can be redirected to support the Chromium 6 Study. The line item is
currently funded at $30,000.

The vacuum filter project will be evaluated during a water treatment plant condition
assessment project, which is scheduled for proposal during the FY21 budget process.
REQUESTED ACTION
The purpose of this memorandum is to request your approval and the authorization to
proceed with the study of Chromium 6 through execution of the attached Blackstone
Environmental contract, and authorization to use funds as described herein.

Blackstone Environmental, Inc. (Blackstone) is pleased to present this proposal to provide
environmental support services to the City of Dubuque. This proposal includes reviewing previous
public water system (PWS) sampling efforts for hexavalent chromium and providing consulting
support to the City to isolate potential hexavalent chromium sources to the city's public drinking
water supply.
If hexavalent chromium is detected that the City would like Blackstone to investigate further than
described in this proposal, additional effort would require an amendment to this agreement. This
investigation will be conducted in accordance with the Scope of Work described below and our
City of Dubuque Master Services Agreement for Professional Environmental Consulting Services
for Engineering On-Call Services fully executed on 9/21/2018 and the terms and fees in this Work
Order.
The City of Dubuque is conducting this voluntary study is of its own volition. There is no national
drinking water standard for Chromium 6.
PROJECT UNDERSTANDING
Blackstone understands that the City of Dubuque would like to understand the nature and extent
of hexavalent chromium detections found in the city's public water supply during recent
Unregulated Contaminant Monitoring Rule (UCMR) sampling in Dubuque, lowa 52001. This
proposal includes reviewing previous pubic water system (PWS) sampling efforts, lab data and
GIS maps that illustrate where the samples were collected, potential sources for hexavalent
chromium near the public water system wells, and a review of other industrial facilities in the area.
Blackstone will develop a system evaluation plan to isolate hexavalent chromium sources prior to
treatment, during treatment, and within the distribution system. Blackstone will use two-step
process for sampling. First, field-screening kits (e.g., HACH test kits or similar) will be used to
isolate hexavalent chromium sources. Second, after isolating sources Blackstone will use
certified state laboratory samples specific for hexavalent chromium to assist with documenting
hexavalent chromium concentrations for risk calculations. Sample collection and investigative
field work will be conducted over the course of one day. After collecting and analyzing data,
Blackstone will prepare a report that summarizes sample results and associated health risks using
IDNR and EPA resources. If state-certified laboratory results detect hexavalent chromium above
applicable standards, Blackstone can explore treatment options through an amendment to this
agreement.

SCOPE OF WORK
Task 1: Project Management and Contingency — Blackstone will coordinate with water
department, analytical laboratories, subcontractors, the City of Dubuque, the City of Dubuque's
consultants and contractors, and the lowa Department of Natural Resources.
Task 2: Data Review and Consulting — Blackstone will review previous public water system
(PWS) sampling efforts for hexavalent chromium and provide consulting support to the City to
isolate potential hexavalent chromium sources to the city's public drinking water supply.
Blackstone will summarize results and provide recommendations to the city.
Task 3: Out of Scope Activities — Blackstone will track out of scope activities requested by the
City of Dubuque under this task for incorporation into change orders.
FEES
The Blackstone Team will complete the Scope of Services on a time-and-materials basis as
estimated in the attached Fee Detail Work Order 1934.09 and using the attached Blackstone
Environmental Fee Schedule.
