SUBJECT: PEG Fund Request
DATE: September 9, 2019
Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of $28,000 for
Loras College to purchase a new video switcher for the control room.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Commission for a request for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on September 4, 2019, the Cable TV Commission recommended up to $28,000
to purchase a new video switcher for the control room at Loras College to replace the switcher
there that has failed and can no longer be repaired.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded of
$781,029.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation be forwarded to the City Council
to receive, file, and approve.

Provide a general description of what you are requesting and why:: We are requesting the funds to purchase a new
production switcher for our TV Studio, to replace our previous FOR-A switcher, which no longer works and is
unrepairable. Specifically, the switcher that we would like to purchase is the Ross Carbonite Ultra Production Switcher.
All functioning switcher is essential for all of our in-studio productions. This switcher specifically, will allow us to
continue to produce the same high level of studio productions we currently produce, as well as being a switcher that has
the "room" to grow with us as we look to produce new content in the coming years.
Describe how the community will benefit from your request:: Within the last year alone, Loras students have produced
more than 30 in-studio programs (which have utilized our previous production switcher) that have aired on The
Source/CH. 117-5. Having a robust production switcher is essential for our students to continue to produce high-quality
newscasts, sportscast, entertainment talk shows, and multi-cam interviews for PEG programming. Our studio
productions are the probably the most impactful programs that we produce specifically for the Dubuque Community as
they provide coverage of area news and sports, as well as features of people and places in the tri-states.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
LORAS COLLEGE
This Capital Grant for Access Equipment and Facilities Award Agreement
(Agreement), dated for reference purposes the 5th day of September, 2019, is made and
entered into by and between the City of Dubuque, Iowa (City) and Loras College (Loras).
Whereas, Section 6(b) of the Cable Franchise Agreement between City and MCC
Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment and
Facilities for capital support for PEG and I -Net use; and,
Whereas, Loras has submitted a grant application; and,
Whereas, City has approved the grant application, on the terms and conditions set
forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND LORAS AS
FOLLOWS:
1. City hereby awards a grant (the Grant) to Loras in the amount of twenty-
eight thousand dollars ($28,000.00).
2. The Grant must be used solely for the purpose(s) described in Loras'
application for funding, a copy of which is attached hereto and incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Loras shall name City as a Loss Payee under Loras' property
insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for non-commercial purposes.
6. All programming produced by Loras shall air on the shared educational
access channel.
7, Loras will produce for the shared educational channel a minimum of 60
minutes of programming per quarter of each calendar year.
8. Loras will submit to the City by the fourth Friday in February of each
calendar year a report listing the programming produced in the previous calendar
year to fulfill paragraph 7 of this agreement.
9. Failure by Loras to abide by the terms and conditions of this Agreement
may result in forfeiture of the equipment and facilities purchased with the Grant.
City shall provide written notice to Loras of any such failure and Loras shall have
thirty (30) days in which to correct such failure. In the event Loras fails to cure
such failure within such thirty (30) day period, Loras shall within ten (10) days
thereafter return all equipment and facilities purchased with the Grant and the
balance of any Grant funds remaining to City.
