Planning Services Manager Laura Carstens recommends City Council approval of a
letter from Mayor Roy Buol on behalf of the City of Dubuque requesting to join the 2020
Census Partnership Program.
The City of Dubuque has formed similar partnerships with the U.S. Census Bureau for
the 2000 Census and 2010 Census. As in the past, the 2020 Census Partnership
Program will provide the City with Census Bureau tools, information, and messaging in
creative ways to increase public participation and to provide information to the
community, partners, and stakeholders about the importance and benefits of
participating in the 2020 Census. The Census partnership also provides resources for
encouraging people in the community to work for the Census Bureau during the
decennial census.

INTRODUCTION
This memo transmits a letter from Mayor Roy Buol on behalf of the City of Dubuque
requesting to join the 2020 Census Partnership Program. Information about the program
is enclosed.
DISCUSSION
To join the 2020 Census Partnership Program, the US Census Bureau asks that the
City contact our regional office in Chicago with a letter on City letterhead announcing
the partnership, appointing a liaison (along with their contact information)
and commitment to forming a Complete Count Committee.
In March 2019, the City Council approved the Planning Services DepartmenYs $24,200
budget improvement request to retain a consultant to assist with the logistics,
communication, marketing, outreach, and advertising associated with a Census 2020
Complete Count Committee campaign.
The City has retained the Powers of Communication, led by Jan Powers, as the
consultant for the 2020 Census. The Powers of Communication was the consultant for
the Complete Count Committee campaigns for the 2000 Census and 2010 Census.
We formed a City of Dubuque Project Work Group for this project consisting of:

We have met with Lisa B. Corsiglia, Partnership Specialist with the Chicago Region of
the U.S. Census Bureau, and our consultant about forming a Census Complete Count
Committee to educate and motivate Dubuque residents to participate in the 2020
Census.
The City of Dubuque has formed similar partnerships with the U.S. Census Bureau for
the 2000 Census and 2010 Census. As in the past, the 2020 Census Partnership
Program will provide the City with Census Bureau tools, information, and messaging in
creative ways to increase public participation and to provide information to our
community, partners, and stakeholders about the importance and benefits of
participating in the 2020 Census. The Census partnership also provide resources for
encouraging people in our community to work for the Census Bureau during the
decennial census.
I recommend that the City of Dubuque's community liaison for the 2020 Census
Partnership Program is Guy Hemenway, Assistant Planner. Guy has worked on the
1990, 2000, and 2010 decennial Census counts in our community. He is currently a
liaison for the City of Dubuque for several related Census programs that support and
link to the decennial census. Guy also is familiar with the data programs that the U.S.
Census Bureau uses for community demographics.
BUDGETIMPACT
The cost for The Powers of Communication consultant services is $14,200 as listed in
the enclosed Estimate of Cost of Services for Census 2020. In addition, the project has
$10,000 for marketing, outreach, and advertising. These costs are equal to the total
project budget of$24,200 contained in the Planning Services DepartmenYs operating
budget line item 100 62700 62716 for Consultant Services.
There is no cost to join the 2020 Census Partnership Program.
RECOMMENDATION
I recommend that the City Council approve the enclosed letter requesting to join the
2020 Census Partnership Program for the many benefits it will bring to our community.
