Van Milligen, City Manager FROM: Denise Blakeley Ihrig, Water Department Manager DATE: September 10, 2019 RE: West Third Pumping Station Standby Generator 2018 Project Acceptance and Authorization of Final Payment INTRODUCTION The enclosed resolution provides for the acceptance and final payment of the West Third Street Pumping Station Standby Generator 2018 project. BACKGROUND The improvements to the West Third Street Pumping Station required the installation of a standby generator with an automatic transfer switch and other ancillary equipment to provide power in the event of normal power failure. The standby power supply will provide power for the pumps and other equipment located in the pumping facility, allowing the continued pumping of domestic water during primary power outage DISCUSSION Through the competitive quotation process for public improvements, this project was advertised on December 14, 2018 and sealed informal bids were received and publicly opened on January 10th, 2019. The lowest apparent bidder was A&G Electric. The project was awarded on February 18, 2019 to A&G Electric in the amount of $73,458.30. During construction, the contractor worked with Water Department staff to resolve an elevation issue. The elevation of the proposed generator concrete pad did not meet the final elevation of the surrounding sidewalk and driveway. Therefore, additional sidewalk was removed and replaced along with additional removal and replacement of driveway. The increase in approved line item costs resulting from the additional work is $3,693.98 or 5% of the total project cost as awarded. The project following inspection and receipt of operating manuals is complete and meets the design standards as bid. It is recommended the project be accepted and paid in full. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the Water Department Manager is approved, and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the final payment $77,152.28 as provided in Iowa Code chapter 573.
