MINUTES OF CABLE TV COMMISSION MEETING
September 4, 2019
JULE OPERATIONS & TRAINING CENTER, 949 KERPER BLVD.
MEMBERS PRESENT: Jennifer Tigges (Chair), Ron Tigges (Vice-Chair), Pauline Maloney,
Kathy McMullen.
MEMBERS ABSENT: Alan Vincent. Two seats are vacant
OTHERS PRESENT: Craig Nowack, City of Dubuque
Craig Schaefer, Loras College
Jill Specht, Loras College
JTigges called the meeting to order at 4:01 p.m.
Acceptance of the Agenda
Upon a motion by Maloney, seconded by McMullen, the agenda was accepted by a vote of 4 - 0.
Approval of the Minutes of June 5, 2019
Upon a motion by McMullen, seconded by RTigges, minutes of the June 5, 2019, meeting were
approved 4 — 0.
Public Input
There was no public input.
Funding Requests
Schaefer and Specht presented a request for $28,000 for a new switcher for their control room. Their
current switcher has failed and the manufacturer, unable to secure the necessary parts, will no longer
repair it. Maloney moved to approve up to $28,000 for a new switcher. The motion was seconded by
RTigges and approved 4— 0.
Mediacom Cable Report
No one from Mediacom was present to give a report.
Cable TV Report
Nowack gave the Commissioners an email update from former Commissioner Sr. Carol Hoverman.
He informed them that to date they have captioned nearly 2000 minutes of programming for about
$5000, and that recently about 20 City employees had ground school training for the FAA Part 107
exam to obtain a remote pilot certificate to fly a drone. He also anticipates presenting funding
requests next month for new graphics and playback servers. Finally, he informed the Commission
about a new FCC rule which will go into effect later this month which could affect the City's franchise
fee revenue.
