Commissioners Excused: Martha Christ, Pat Norton Commissioners Unexcused: None. CALL TO ORDER: The meeting was called to order by Chairperson Henschel at 6:00 p.m. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the lowa Open Meetings Law. MINUTES: Motion by Baumhover, seconded by Russell, to approve the minutes of the August7, 2019Zoning AdvisoryCommission meeting as submitted. Motion carried bythe following vote: Aye— Baumhover, Belmont, Roussell, Russell, and Henschel; Nay—None. ACTION ITEM Final Plat: Application of Pristine Properties, LLC to submit a final plat of Cedar Lake — East Fifteenth Addition. Dave Weber with Pristine Properties, LLC described the proposal and said he and an engineer were available for questions. Staff Member Kyle Kritr detailed the staff report noting the age of the subdivision, that all departments approved the proposal, and that the cul de sac was built to compliance to allow for emergency response. Commissioner Russell asked if the stormwater infrastructure was public or private. Staff member Kritr noted that they would be privately maintained by the Homeowner's Association and that the stormwater plans were approved by the appropriate departments. Minutes — Zoning Advisory Commission Page 2 August 7, 2019 The Commission discussed the proposal noting that it advances sustainability goals and was approved by all applicable departments. Motion by Baumhover, seconded by Ruossell, to approve the request to submit a final plat of Cedar Lake — East Fifteenth Addition. Motion carried by the following vote: Aye — Baumhover, Belmont, Roussell, Russell, and Henschel; Nay — None. ITEMS FROM PUBLIC: None. ITEMS FROM COMMISSION: None. ITEMS FROM STAFF: None. ADJOURNMENT: Motion by Norton, seconded by Christ, to adjourn the September 4, 2019 Zoning Advisory Commission meeting.
