INTRODUCTION
The purpose of this memorandum is to request execution of the attached contract
amendment that will provide a more in-depth hydraulic capacity analysis of the Catfish
Creek gravity sanitary sewer system by Strand Associates, Inc. of Madison, WI.
(Strand).
BACKGROUND
Dubuque is regualary considered by companies exploring locations for corporate
expansion. Some of these companies could be significant users of city water and
sanitary sewer services. Previous city investments in the sanitary sewer system have
positioned the sewer utility to meet any typical immediates needs of these prospective
companies. However, the sanitary sewer system serving the Dubuque Industrial Center
West area industrial parks does not have unlimited capacity.
In mid-2018 Engineering and W&RRC staff investigated the potential impacts of serving
a new prospective company with sanitary sewer service. While investigating the gravity
pipe network, city staff determined that an update of hydraulic modeling information
would be appropriate due to previous system expansion work and other repairs
completed since the last hydraulic model was conducted in 2008. The information
gained from an updated model would then be used to help prioritize future planned
capital projects in order for the City to maximize its return on investment related to any
system improvements. In August 2018 the City executed an agreement with Strand to
provide a capacity summary (1 D model) of the existing and future dry and wet weather
flows using previously collected flow meter data from 2014 (see attached Task Order
18-04).

DISCUSSION
Over the past six months, city staff with the assistance of Strand have deployed 12
temporary flow meters within the Catfish Creek Sewershed. We have captured a
significant amount of data relating to rainfall events and are now in a position to
leverage the benefits of the collected data by expanding upon the original contracted
scope of work. The additional services proposed as part of the attached Amendment 1
include the following:
• Conduct a full assessment of the city's historical flow metering database for all
data collected prior to 2019. This will allow the comparison of past system flow
capacities with the current capacities which creates insight as to how system
functionality has changed over time.
• Assist city staff with the flow metering program by assessing the suitability of new
and existing temporary flow metering locations, assess the city's current flow
metering equipment for functionality and calibrate if needed, provide a field
support person to assist with installation of flow meters and program the flow
meters as needed, provide supplemental training on the operation and
maintenance of flow metering equipment and system software, provide biweekly
flow metering data quality control by reviewing collected data.
• Provide a prioritized list of recommended capital projects based on the results of
the sewer system capacity analysis. For each recommended project a detailed
scope of work and opinion of probable construction cost will be provided.
• Complete the flowing steps so that the Catfish and Granger Creek Interceptor,
Force Main and L.ift Station Improvements CIP is able to access the budgeted
FY20 State Revolving Fund (SRF) loan program funding:
a. Prepare an lowa Departrnent of Natural Resources (IDNR) required
Environmental Review Checklist
b. Submit a Work Record Request to IDNR
c. Attend the SRF project initiation meeting
d. Prepare for and attend one public hearing
e. Based on the results of the final capacity analysis report, prepare an IDNR
SRF compliant facility plan report which includes final recommendations,
fiscal impact summary, and environmental review.
Additionally, the initial Task Order 18-04 contained "if authorized" services for Strand to
convert the Microsoft Excel sanitary sewer system capacity summary 1 D model into a
full XPSMWW 2D model. With the recently collected flow meter data we are now in a
position to use the data to calibrate a detailed XPSWMM model of the Catfish Creek
sanitary sewershed. The more detailed and accurate results provided by the 2D model
will then be used to identify gravity pipe segments that are likely sources of inflow &
infiltration so they can be scheduled for repair.
RECOMMENDATION
Considering the above information, it is recommended that the attached Amendment 1
with Strand be executed, and that authorization to create the XPSWMM model be

granted so that a more in-depth assessment of the Catfish Creek sanitary sewer system
can be completed.
BUDGET IMPACT
The cost of the proposed Amendment 1 additional services is $65,000. The cost of the
"if authorized" 2D XPSWMM modeling is $31,300. The original Task Order 18-04
agreement cost was $30,000. By adding the Amendment 1 and XPSWMM modeling
work, the total contract value will be $126,300. The funding for Amendment 1 and the
XPSWMM model will be from the Cedar and Terminal Street Force Mains and Lift
Stations Assessment and Improvements Project (CIP 710-2606) which has a current
available balance of$591,500.
REQUESTED ACTION
The execution of the attached Amendment No. 1 to the August 28, 2018 Strand
Associates, Inc. Task Order 18-04 agreement along with approval to commence the
XPSWMM modeling is requested.

ENGINEBR will provide the following services to OWNER:
1. Review and organize existing information provided by OWNER xeiated to intercepting sewers
tributary to the Catfish Creek Pumping Station (CCPS). Existing information includes data
contained in OWNER's geographic information systems database, as well as tabulated
infonnation prepared as part of the comprehensive sanitary sewer master plan, completed by
others in March 2009. Intercepting sewers "C," "D," "E," "F," and "J," as shown in the
comprehensive sanitary sewer master plan will be analyzed. (Refer to Attachment A)
2. Review and organize available planning information for areas tributaly to the CCPS. Existing
information includes an annexation study completed by others in 2006,the sanitary sewer master
plan, and the Imagine Dubuque Comprehensive Nlaster Plan, completed by others in 2017.
3. Review available flow metering information for sewers tributary to the CCPS.This includes flow
data presented in the sanitary sewer master plan,as well as flow metering information generated
via internal OWNER flow studies within the tributary area.
4. Prepare existing and potential future wastewater flows for the tributary area utilizing flow
metering and tributary area information as outlined above.
5, Prepare a spreadsheet capacity summary of the intercepting sewers tributary to the CCPS.
6. Compare existing and potential firture flows(dry and wet weather)to the capacity of the existing
sewers tributary to the CCPS.
7. Assess the capacity of the CCPS and downstream force main. Compare existing and future flow
rates(dry and wet weather)to current CCPS and force main capacity.
If-Authorized Services
The following services will be provided if authorized in writing by OWNER.
1. Develop a hydraulic model using XP-SWMM software. The model will be developed using
OWNER's current sanitary sewer system mapping supplemented with GPS survey data. Model
extents will consist of 120 manholes.
2. Calibrate the hydraulic model based on dry weather and up to tlu•ee select wet weather flow and
rainfall data sets collected by OWNER through the flow monitoring program.
3. Perform an evaluation of the existing sanitary sewer system conditions using the hydraulic model
including the following:
a, Review diy weather modeling for capacity and conveyance issues such as bottlenecks
and low velocities.

b. Review wet weather conditions for two-year, five-year, and ten-year recurrence interval
storm events for conveyance issues and identify areas where the existing system capacity
is exceeded.
4. Prepare a draft report for OWNER review. Meet with OWNER to review report comments.
Incorporate review comments, as appropriate, and prepare final report.
Compensation
OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus
expenses an estimated not-to-exceed fee of$30,000.
OWNER shall compensate ENGINEER for If-Authorized Services under this Task Order on an hourly
rate basis plus�xpenses an estimated nnt-to-exceed fee�f�319300:
Schedule
Services will begin upon execution of this Task Order,which is anticipated on August 27,2018. Services
are scheduled for completion on December 31, 2018.
