Van Milligen — City Manager FROM: Steve Sampson Brown — Project Manager �-____- SUBJECT: Cedar and Terminal Street Force Mains and Lift Stations Assessment and Improvements Project— Cedar Street Force Main Air Release Valve Replacements Task Order No. 19-01 CIP 710-2606 DATE: September 3, 2019 INTRODUCTION The purpose of this memorandum is to request execution of the attached contract amendment that will provide for the creation of construction bid documents to replace air vacuum release valves on the Cedar Street force main at 3�a 4t", and 14t" Streets by �Strand Associates, Inc. (Strand). BACKGROUND The City's Terminal Street and Cedar Street force main system is comprised of two lift stations and pressurized sanitary sewer pipes known as force mains. Each component in the lift stations and force main pipe network requires periodic evaluation and improvements to preserve their reliability in being able to convey the City's wastewater to the W&RRC. Approximately 80% of all wastewater that flows to the W&RRC for treatment arrives via the Terminal Street and Cedar Street force main system. In September 2015 the City Council authorized the issuance of a Request for Proposal with a scope of work that included a full system inspection, needs assessment report, an emergency response plan for system failure, and design of rehabilitation and repair work that was identified as part of the needs assessment. Replacement of the air release valves falls within the scope of work outlined in the 2015 RFP. Air release valves as part of a force main system serve to eliminate pockets of air and hydrogen sulfide gas. Concentrated hydrogen sulfide gas in a force main will accelerate internal pipe corrosion and air pockets can lead to water hammer inside the pipe when the force main pumps are shut down and then restarted. Either of these conditions can lead to catastrophic failure of a force main. Page 1 of 2 DISCUSSION Engineers from Strand recently evaluated the air releases at these locations and determined the valves are due for replacement because of their deteriorated condition. The existing valves are also older style manual release valves. Manual air release valves require maintenance staff to travel to the air release location several times per month to manually activate each valve. Current industry standard best practices utilize automatic air release valves that operate when needed to release built up air and hydrogen sulfide gas from the force main. The�attached Task Order 19-01 provides for Strand to analyze existing data related to the 3rd Street, 4t" Street, and 14t" Street valves; conduct a survey of each valve location; design new structures to house the replacement valves; and prepare construction bidding documents for the replacement of the valves. RECOMMEND�4TION Considering the information above, it is recommended that that attached contract amendment with Strand be executed so that the assessment of Cedar Street Force Main Air Release Valve Replacement Project can proceed. BUDGETIMPACT The cost of the Task Order 19-01 services is $53,000. The funding for Task Order 19-01 will be from the Cedar and Terminal Street Force Mains and Lift Stations Assessment and Improvements Project (CIP 710-2606) which has a current available balance of $644,500. REQUESTED ACTION The execution of the attached Task Order 19-01 is requested. Design new structures for housing new air, combination air/vacuum release valve, or surge release valves at the 3rd Street, 4th Street, and 14th Street locations. Type of valve will be dependent on results of the surge analysis. Design a new force inain assessment tool launching structure near the Cedar Street Pumping Station. 6. Prepare draft Bidding Documents using Engineers Join Conti•act Documents Committee C-700 Standai•d General Condition oPthe Construction Contract,2013 edition,technical specifications, ai�d eugineering drawings. 7. Meet with OWNER to obtain input and concurrence with the design.Attend two review meetings via conference call at appi�oxiinately 50 and 90 percent drawing coinpletion. 8. Review the draft Bidding DocLunents with OWNER, incorporate review comments, and submit three copies of the final Biddillg Documents to OWNER. 9. Prepare an opinion of probable construction cost based on the final Bidding Documents.
