Van Milligen, City Manager SUBJECT:Acceptance of Sanitary Sewer Lift Station in Arbor Estates Public Works Director Mike Koch is recommending acceptance of the sanitary sewer lift station that the developer, Kivlahan Farms, L.L.C., has recently completed in Arbor Estates. Maintenance of said improvements shall be the responsibility of the contractor, Connolly Construction, and the owner, Kivlahan Farms, L.L.C., for a period of two years from the date of acceptance. Van Milligen, City Manager FROM:Gus Psihoyos, Assistant City Engineer SUBJECT:Acceptance of Sanitary Sewer Lift Station in Arbor Estates INTRODUCTION The enclosed material provides for City Council acceptance of the sanitary sewer lift station that the developer, Kivlahan Farms, L.LC., has recently completed in Arbor Estates. BACKGROUND As a condition of subdivision plat approval through Resolution No. 168-02, the developer of Arbor Estates was required to install certain improvements including a sanitary sewer lift station, and to dedicate the improvements to the City upon completion. The developer of Arbor Estates, Kivlahan Farms, L.L.C., has recently completed the lift station and has formally requested the City's acceptance of the lift station that has been installed. The remaining improvements for the subdivision will be accepted after completion and inspection. DISCUSSION The Subdivision Ordinance requires that upon completion of all the required public improvements, the subdivider shall notify the City in writing of the completion of the improvements, requesting that the City either approve or reject the acceptance of the improvements, together with a statement of reasons for any rejection. On January 21, 2003, Buesing and Associates, on behalf of Kivlahan Farms, L.L.C., requested City's acceptance of the sanitary sewer lift station in Arbor Estates. Upon inspection by the City, it has been determined that the sanitary sewer lift station required by Resolution No. 168-02 has been completed in accordance with plans approved by the City Council and in conformance with City specifications. RECOMMENDATION I would, therefore, recommend that the City Council accept the sanitary sewer lift station. Maintenance of said improvements shall be the responsibility of the contractor, Connolly Construction, and the owner, Kivlahan Farms, L.LC., for a period of two years from the date of acceptance by the City Council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said sanitary sewer lift station in Arbor Estates be and the same is hereby accepted. Section 2. City Engineer City of Dubuque 50 West 13th Street Dubuque, Iowa 52001 Re: Arbor Estates Lift Station Dear Mike: This letter is being prepared on behalf of John & Doris Kivlahan, owners of the Arbor Estates Subdivision. They request final acceptance by the City of Dubuque for 100% completion of the new lift station that has been installed as a part of the project development in the subdivision per the lift station plans. Paul Horsfall of the City and others from the Wastewater Treatment Operations were present at the site on December 10th for the final inspection to view the operation and successful start-up of the equipment. By approving this unit, the City operations personnel can get the station integrated into their normal operations and it is the desire and wishes of the subdivision owners that this be accomplished at this appropriate time.
