Locust St Connector ReconstructMEMORANDUM April 28, 2003 TO:The Honorable Mayor and City Council Members FROM:Michael C. Van Milligen, City Manager SUBJECT:Locust Street Connector Reconstruction The reconstruction of the Locust Street Connector is a joint venture between the City and the Iowa Department of Transportation for the widening of the Locust Street Connector. This project would widen northbound Locust Street to allow the creation of two right-turn lanes from Locust Street onto the Locust Street Connector, which would, in turn, connect to Highway 61/151. Sealed bids were received for the Locust Street Connector Reconstruction Project. Public Works Director Mike Koch recommends award of the contract to the Iow bidder, Portzen Construction, Inc., in the amount of $56,920.20, which is 17.5% over the engineer's estimate. The Iowa Department of Transportation will pay 55% of the project cost, excluding engineering. The remaining balance of $67,503 will be taken from the Fiscal Year 2003 appropriation. Koch, Public Works Director SUBJECT:Locust Street Connector Reconstruction CITY OF DUBUQUE, IOWA MEMORANDUM April 28, 2003 INTRODUCTION The enclosed resolution provides for the award of the Locust Street Connector Reconstruction Project. DISCUSSION The reconstruction of the Locust Street Connector is a joint venture between the City and the Iowa Department of Transportation (IDOT) for the widening of the Locust Street Connector. This project would widen northbound Locust Street to allow the creation of two right-turn lanes from Locust Street onto the Locust Street Connector, which would, in turn, connect to Highway 61/151. This reconstruction will provide two-lane continuity from eastbound US 20 continuously to connect with US 61/151. This will improve the efficiency of this connector while at the same time create better utilization of the outside left-turn lane for eastbound US 20 traffic, which currently carries little traffic in comparison to the inside left-turn lane. Sealed bids were received on the project on April 24, 2003. Portzen Construction, Inc. of Dubuque, Iowa, submitted the Iow bid in the amount of $56,920.20. This amount is 17.5% over the engineer's estimate. A summary of the bids received is as follows: Portzen Construction, Inc. $56,920.20 WC Stewart Construction $59,264.50 Tschiggfrie Excavating Co. $67,552.95 Horsfield Construction, Inc. $99,920.00 RECOMMENDATION recommend that the contract be awarded to Portzen Construction, Inc. in the amount of $56,920.20. The remaining balance for the project will be taken from the Fiscal Year 2003 appropriation of $67,503. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution awarding the Locust Street Connector Reconstruction Project, subject to the concurrence by the Iowa Department of Transportation. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Schneider, CMC, City RESOLUTION NO. 153-03 AWARDING CONTRACT Whereas, sealed proposals have been submitted by contractors for the Locust Street Connector Reconstruction Project pursuant to Resolution No. 109-03 and notice to bidders published in a newspaper published in the City of Dubuque, iowa on the 11th day of April, 2003. Whereas, said sealed proposals were opened and read on the 24th day of April, 2003, and it has been determined that the bid of PorLzen Construction, Inc. of Dubuque, Iowa, in the amount of $56,920.20 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Portzen Construction, Inc., subject to the concurrence by the Iowa Department of Transportation, and the Manager be and is hereby directed to execute a' contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
