3 2 10 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Council met in special session at 6:30 p.m. on March 2, 2010 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Voetberg, City Manager Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of discussing various City departmental budgets. Fiscal Year 2011 Departmental Budgets were presented by staff from the following City departments: Emergency Communications, Emergency Management, Airport, Police, and Building Services. Emergency Communications: Emergency Communications Manager Mark Murphy introduced staff and presented the Fiscal Year 2011 budget for this department. Responding to questions from City Council, Murphy stated that the 911 Call Center receives a total of 20,000 calls per month with 3.3 actual 911 calls per hour. Emergency Management: Emergency Management Director Tom Berger presented the Fiscal Year 2011 budget for this department. Responding to questions from City Council, Berger stated that additional outdoor sirens will be added and the outdoor warning system is more than a tornado warning and that public education in combination with the sirens’ voice activation element will increase citizen awareness for any type of outdoor emergency, including high-wind events. Airport: Airport Manager Bob Grierson introduced Airport Commission members and staff and presented the Fiscal Year 2011 budget for this department. Responding to questions from City Council, Grierson stated that following the terminal relocation, the old terminal building will be leased at market value and that the Car Rental and Rental Car accounts are the difference between commercial and fixed-based uses. Grierson added that while there has been a reduction in overall facility capacity, current flights are full. Police Department: Police Chief Mark Dalsing introduced staff and presented the Fiscal Year 2011 budget for this department. Responding to questions from City Council, Dalsing stated that K9 Unit dog handlers have the option of keeping retired police dogs as a pet and agreed that the new blue Community Oriented Police uniforms are not as visible and recognizable as the old black and yellow uniforms. Dalsing added that the majority of background checks can be done electronically, and that the department continues to apply training techniques when faced with intercultural situations. Building Services: Building Services Manager Rich Russell introduced staff and presented the Fiscal Year 2011 budget for this department. Responding to questions from City Council, Russell clarified that the Federal Building custodial supplies are paid from the Housing and Community Development Department’s budget and custodial personnel is paid from the Building Services Department’s budget. Van Milligen stated th that the former Housing and Community Development Department building at 18 and Central will be historically remodeled for potential use by the Head Start program and would serve as an anchor to the Washington neighborhood. He explained that this project is dependent upon the Dubuque Racing Association profit distribution which cannot be used for property tax relief but could be used for another CIP project if directed by City Council.
