SUBJECT: 2019 Bulletproof Vest Partnership (BVP) Approval and Acceptance of
Grant Award
DATE: September 26, 2019
Chief of Police Mark Dalsing requests City Council approval to accept the 2019
Bulletproof Vest Partnership award in the amount of $8,020. This grant award requires
a 50% match. The 50% match requirement will be funded by the Police Department's
existing budget for body armor.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The purpose of this memorandum is to request City Council approval to accept the 2019
Bulletproof Vest Partnership (BVP) award. The award amount is $8,020 and requires a
50% match.
BACKGROUND:
The purpose of the Bulletproof Vest Partnership (BVP) is to reimburse states, counties
federally recognized tribes, cities and local jurisdictions up to 50% of the cost of body
armor vests purchased for law enforcement officers.
DISCUSSION:
On June 3, 2019, an application was submitted requesting funding. On September 24,
2019, we received notification the BVP application had been approved. As a BVP
recipient, funds are disbursed as claims for expenditures are submitted to the Bureau of
Justice Assistance (BJA). BJA reviews the claim and will reimburse 50% of the cost.
Funds will be available for drawdown two years from the time of the award
announcement. The 50% match requirement will be funded by the departmenYs
existing budget for body armor.
RECOMMENDATION:
It is recommended we accept the 2019 Bulletproof Vest Partnership (BVP) award in the
amount of$8,020.
ACTION REQUESTED:
City Council consideration and approval accepting the 2019 Bulletproof Vest
Partnership (BVP) award and submit claims for reimbursement as required by BJA.
