Housing and Community Development Director Alexis Steger recommends City Council
approval to eliminate the Bee Branch Healthy Homes Grant Administrator position and
re-instate the Resiliency Coordinator position as a Full-Time Equivalent position.

BACKGROUND
In a memo dated February 12t", 2019 the NDRC Bee Branch Healthy Homes Resiliency
Coordinator was to be appointed to the Grants Project Manager position that would be
responsible for managing the Lead and Healthy Homes grant upon release of funds for
that grant. At that time, all project management of the NDRC grant had been transferred
to Grant Administrator.
The release of funds for the Lead and Healthy Homes Grant was official as of June 20t"
2019.
DISCUSSION
The elimination of the Resiliency Coordinator position has significantly increased the
responsibility and workload for Grant Administrator. The Grant Administrator has taken
on the responsibility of overseeing each applicant into the program, all units rehabbed,
and all contractors awarded to the 277 units to be rehabilitated. The Grant Administrator
is also responsible for managing the two sub-contractors, ECIA and VNA, and
coordinating their efforts to maximize the outcomes of the program.
Due to the increase in responsibility, it was essential to evaluate the position of Grant
Administrator. The Grant Administrator has taken on the Resiliency Coordinator role;
therefore, I recommend the Grant Administrator Full-Time Equivalent position be
eliminated and the Resiliency Coordinator position be re-instated as a Full-Time
Equivalent position.
The FY 2020 adopted budget has the following FTE's for the Resiliency Coordinator,
Grant Administrator and Lead Paint Hazard Program Supervisor:

Should the proposed changes be approved, the Amended FY 2020 FTEs would reflect:

BUDGETIMPACT
This change will not impact the General Fund budget. The Bee Branch Healthy Homes
Grant funding was appropriated to support a resiliency coordinator position. The direct
costs associated with managing each house is charged directly to the grant. The
increased work directly associated with a specific location, is a project cost and will
therefore not affect the General Fund Administrative budget for the grant in FY 2020.
ACTION
I respectfully request the Grant Administrator position for the Bee Branch Healthy
Homes grant be eliminated and the Resilience Coordinator position be re-instated and
filled by the current Grant Administrator
