Three bids were received on September 10, 2019, for the Fire Station 6 External
Stairwell Addition Project. All three bids were substantially over the estimated
construction cost.
Project Manager Steve Sampson Brown recommends the City Council reject the bids
for the Fire Station 6 External Stairwell so the City Fire Department and Engineering
staff can value engineer the design and create alternatives that produce cost saving
measures. It is anticipated that the project will be rebid later this year after incorporating
value engineered alternatives that will deliver the project on budget.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution is in reference to the rejection of bid proposals received for the Fire
Station 6 External Stairwell Addition Project.
BACKGROUND
Fire Station 6 is a three story structure that comprises of an apparatus truck bay and kitchen
on the ground floor, living quarters and office space on the second floor, and a restricted
height basement. The only access between the ground floor and the second floor is a
wooden internal staircase that is original to the building which itself was built in 1906. The
original staircase has begun to separate at the second floor level and is becoming
structurally unstable.
In 2017 the Fire Deparkmen# rontracted with IIW Enginee�s, Architects, Surveyors P.C. of
Dubuque, IA (IIW) to conduct a facility needs assessment for Fire Station 6. The results of
that assessment were completed in 2018 which indicated the internal stairwell was in need
of replacement. Based on the results of the assessment IIW was hired to design the
replacement of the staircase. After consideration of several alternatives and the current and
future needs of the fire station, a design option was selected to remove the internal staircase
and replace it with an enclosed set of external stairs on northeast side of the station. This
alternative has several benefits:
• By removing the internal staircase, critically needed additional equipment
storage space is created.
• The current hose drying tower which can only be �ccessed via the kitchen area
will be relocated to the new external stair tower.
• Direct access to the basement from the exterior of the building will be created.
DISCUSSION
Three Bids were received on September 10, 2019, for the Fire Station 6 External Stairwell
Additian Project. Portzeri Canstruction Inc., Klauer Construcfiior� Company, and Tricon
Construction Group each submitted a bid. All three bids were substantially over the
estimated construction cost.

37% over the architect's estimate of$203,900.
City Fire Department and Engineering staff will value engineer the design and create
alternatives that produce cost saving measures. It is anticipated that the project will be rebid
later this year after incorporating value engineered alternatives that will deliver the project on
budget.
RECOMMENDATION
I recommend that the City Council reject the bids received for the Fire Station 6 External
Stairwell Addition Project.
ACTION TO BE TAKEN
The City Council is requested to reject the bids for the Fire Station 6 External Stairwell
Addition Project through adoption of the attached resolution.

REJECTING COMPETITIVE BID PROPOSALS RECEIVED FOR THE FIRE STATION
6 EXTERNAL STAIRWAY ADDITION PROJECT
Whereas, three (3) competitive sealed bid proposal was submitted by three (3)
contractors for the Fire Station 6 External Stairwell Addition Project (the Project)
pursuant to Resolution No. 300-19 and a Notice to Bidders published the City of
Dubuque Website www.cityofdubuque.orq/bids, Master Builders of Iowa Plan Room
mbiplanroom-dsm(c�mbionline.com and posted to the Master Builders Construction
Update Network on the 23rd day of August, 2019; and
Whereas, the three (3) competitive sealed bid proposal were opened and read on
the 10th day of September 2019; and
Whereas, the City Council has deemed it advisable to reject the three (3)
competitive sealed bid proposals for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The three (3) competitive sealed bid proposals for the Fire Station 6
External Stairwell Addition Project are hereby rejected.
Section 2. The City Clerk is authorized and instructed to return the bid deposit
of the unsuccessful bidders for the Fire Station 6 External Stairwell Addition Project.
Passed, approved and adopted this 7th day of October 2019.
