In light of the continued global increase of GFIGe,we aslc that fhe City of Dubuque raise its goai fo 75°l�reduction by 203�I .

The Plan is based an voluntary corr�pli�nce and has achieved about an 11°la reduction or st�bilization of GNGe.It is time
to add regulatory teeth ta the F'lan.We have seen how pc�t�rly the voluntary manure compliance has worked in cleaning
lowa's w�ter ways.Sa regulatioer Is a necessary ne�step.

storms,wide spread and prolang�d flooding events,and the ef#ects of weatfier on health,the Internationa!Community has
declared a CGmate�mergency. •.
W�ask that the City Dubuque declare a Climate Emergency.Part af that c�claration needs ta include the awareness that
climate is not restricted to Ju�t the City.The Gity needs to partner with other govemmentai bqdies and agencies in the
Trial-State Area..
L.ast year some folks in Dubuque suffered during the time of extreme cold(25 Jan-2�eb nights-7 to-29.9)�thers
sufFered during a spe11 of 87'-92°F days(27 Jun ta 6 July).
