INTRODUCTION
The purpose of this memo is to update you on a proposed regional port designation study.
Discussion
East Central Intergovernmental Association received a requestfrom Denise Bulat, Executive
Director of the Quad Cities Bi-State Regional Commission, to participate in an exploratory
study of the formal designation of the Mississippi Ports of eastern lowa and western Illinois
(MRPEIWI) as a port statistical area. A power point presentation on the proposed
designation was given by retired Colonel Robert Sinkler to the DMATS board members on
September 12, 2019.
The proposed port statistical area would include the cities and counties in Illinois and lowa
and the respective ports between Keokuk and Dubuque, lowa. Currently this Mississippi
River region contributes significantly to commerce, recreation, transportation and defense
of the nation. The proposed port statistical area handles enough combined tonnage to rank
as a top 100 U.S Ports. This region is critical to the economy of the State of lowa and the
nation's economy and enables the U.S. to compete successfully in the global marketplace.
Economic sectors in the Upper Mississippi River Corridor, from Cairo, Illinois to St. Paul,
Minnesota generate more than $345 billion annually to the US economy supporting over 1
million jobs. While Ports of St Louis and St Paul are federally recognized, eastern lowa and
western Illinois lack this designation. Increased awareness of the region, new partnerships
and federal standing will support regional port efforts.
lowa is the only major exporting State on the inland waterway system with ports not officially
designated by the federal government. This official designation would enable the cities and
counties of the region to work collaboratively to raise awareness of the impact of the river,
make lowa shippers and producers more competitive and grow the State's economy. Just
as the designation of "metropolitan statistical area" provides a community or region with
greater visibility and identification, the designation as a port statistical area has the potential
to open doors of opportunity for the ports of eastern lowa, the State of lowa and would
provide the region with a national profile.
The first step in the process of securing a designation as a port statistical area is to join with
other cities and counties in support of a letter of intent to the US Army Corps of Engineers.
Requested Action
I respectfully request of a letter to be sent to Bi-State Regional Commission expressing
support for an exploratory study of the designation of eastern lowa and western Illinois as
a port statistical area.

The Midwest Could Soon See Two Top 100 Ports Recognized

Cities and counties along the Mississippi River in lowa and Illinois are exploring the creation of the
Mississippi River Ports of Eastern lowa and Western Illinois (MRPEIWI) statistical area. Their effort is
modeled after the Ports of Cincinnati and Northern Kentucky Statistical Area which was approved by the
U.S. Army Corps of Engineers in January 2015. The Ports of Cincinnati and Northern Kentucky is 226.5
river miles in length,and includes 15 counties. Similarly, MRPEIWI would be 221.5 river miles in length,
and include 15 counties between the cities of Keokuk and Dubuque. The MRPEIWI area includes 50
existing lowa barge terminals, and about 20 existing terminals in Illinois,and would currently rank 68`"
on the U.S. Ports list, based on the tonnage of imports and exports handled in the area.
lowa is currently the only major exporting state on the inland waterway system that is not serviced by a
federally recognized port. Samuel R. Hiscocks,the Freight Planning Coordinator for the lowa
Department of Transportation said, "The State of lowa has been a strong supporter of the inland
waterway system by working closely with public and private stakeholders to develop and implement
reconnaissance studies, grant applications, and other analysis to improve the efficiency and reliability of
the Upper Mississippi navigation system. Designation of the MRPEIWI, the state's first federally-
recognized port area,will supplement these efforts and bring more visibility to the region, make lowa
producers and shippers more competitive,and grow the state's economy." Denise Bulat, Executive
Director of the Bi-State Regional Commission,who is coordinating the planning effort,said,
"Waterborne traffic in the two states has been crucial throughout their history and expands the
efficiency of the substantial roadway and rail access along the proposed MRPEIWI statistical port area."
Likewise, a nearby 200-mile section of the Illinois Waterway servicing Chicago and Central Illinois may
have been similarly overlooked as a port statistical area designation. The impact of Chicago,the nation's
third largest city, on the Illinois Waterway's Ports and Terminals is substantial. An ongoing Illinois
Marine Transportation System Planning Study could recommend the grouping of existing ports and
terminals, resulting in the Illinois Waterway Ports and Terminals being also federally recognized as a top
100 port. Today,the Marine Highway System cannot overlook lowa, ranked overall second in the nation
for value of agricultural exports. lowa is first in the nation in corn exports ($1.58 billion) and feed grain
exports ($1.22 billion); and second in soybean exports ($3.05 billion). And, Illinois accounts for 6%of all
U.S. exports, is a top 5 exporting state,and is another top producer of agricultural goods. Federal
recognition of MRPEIWI, and the Illinois Waterway Ports and Terminals as federal port statistical areas
might just simply highlight this midwestern region as the nationally and globally significant multi-modal
transportation center that it is. These waterways not only provide the region with intrastate and
interstate connectivity but also international connections through the Atlantic Ocean and Gulf of
Mexico," said BJ Murray from the Illinois Department of Transportation Office of Planning &
Programming.

for the maritime industry along both banks of the
Ohio River throughout Cincinnati and Northern

Dear Ms. Bulat:
We write to offer our support for the proposed exploratory effort to form a Mississippi River Port of
Eastern lowa and Western Illinois Port Statistical Area. The proposed Port Statistical Area includes a
two-state, 15-county geographic region with over 221 miles of the Mississippi River from River Mile
361.5 to River Mile 583 in lowa and Illinois.
Taking the initial step to submit a letter of intent to the U.S. Army Corps of Engineers (COE) to create
this port statistical area reflects our understanding of the significant value of eastern lowa and western
Illinois's regional contribution to the national inland waterways freight transportation system as one
that capably competes in a global economy. We believe if implemented this action could have a
positive impact on the region's economic development efforts.
Our economic base and resilience are also intrinsically linked to the environmental health of the
Mississippi River. Congress officially recognized the dual character of the Upper Mississippi River in
the Water and Resource Development Act (WRDA) 1986 by proclaiming the Upper Mississippi River
System a "nationally significant ecosystem and a nationally significant commercial navigation system."
We understand that if implemented, this designation would support regional efforts to advocate for
these priorities. We look forward to the entire geographic areas' response to the feedback you
receive from the USACE.
Regionally, we must present a strong voice advocating for a multi-modal transportation system and its
growth and stability. We are especially glad that this effort is collaborative and includes our partners
in eastern lowa and western Illinois and understand the Bi-State Regional Commission is working to
act as a conduit during the exploratory phase of this effort.
