INTRODUCTION
This memo provides the resolution for the recommended fee increases for the Planning
Services Department's FY 2011 budget.
BACKGROUND
Based on a 2009 survey, Dubuque had some of the highest development services fees
in Iowa. Fees were last raised in FY 2005. We held off on raising our fees pending
adoption of the Unified Development Code. Because of the economy, we did not
initially recommend raising fees.
Results of a more recent survey of development service fees charged by other Iowa
cities, and with a self - supporting guideline, indicates that several cities have raised their
fees since our survey earlier in 2009. We are the only city in Iowa that we know of that
has a self - supporting guideline.
Currently, Dubuque ranks 4 of the 10 largest cities in Iowa. Rank is based on a typical
application for each service listed. With the proposed fee increase, Dubuque would
rank 3 highest.
DISCUSSION
In FY 2009, the existing fee structure collected $62,313. Maintained at this level, the
revenue from existing fees represents approximately 16.2% of the Department's FY
2011 budget of $384,457 for the Development Services Activity.
Planning Services staff initially applied a 3.5% annual cost of living increase since FY
2005. This resulted in a 22% increase for FY 2011. Planning Services staff is
proposing a two -year increase of 10% in FY 2011 and 10% in FY 2012 followed by an
annual cost of living adjustment in subsequent years.

RECOMMENDATION
The proposed fee changes reflect applying a 10% increase, and then rounding up to the
nearest $5 increment. Not all fees are proposed for an increase in FY 2011.
Based on this finding, we are recommending a 10% fee increase for the following:
Zoning Administration, Sub Plat Review, Temporary Use, Billboard Inspection,
Map/Text Sales and Copy Service Fees. The proposed fee increases are
recommended to address the 34.1% self - supporting guideline of the Planning Services
Department. This is a significant increase from the 13.5% self - supporting guideline in
FY 2010.
REQUESTED ACTION
The requested action is for the City Council to adopt the attached resolution for the
recommended fee increases.

RESOLUTION NO. 73-10
RESOLUTION RESCINDING RESOLUTION NO. 61 -03, ESTABLISHING A SCHEDULE
OF DEVELOPMENT SERVICES FEES, AND ADOPTING IN LIEU THEREOF A NEW
SCHEDULE OF DEVELOPMENT SERVICES FEES AS PROVIDED IN TITLE 16 OF
THE CITY OF DUBUQUE CODE OF ORDINANCES, UNIFIED DEVELOPMENT CODE.
Whereas, the City Council of the Dubuque, Iowa establishes by resolution certain fees
for development services pursuant to the Unified Development Code, pursuant to the attached
schedule of Planning and Zoning Fees.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:

Section 1. The Resolution No. 61 -03 and its Schedule of Fees is hereby rescinded.
Section 2. That the attached Fee Schedule is hereby approved.
Section 3. That the attached Fee Schedule shall take effect on July 1, 2010.
