Commissioners Present: Rick Baumhover Coralita Shumaker(4:04 p.m.) Michelle Becwar David Wall Brad Cavanagh Gail Weitz Janice Craddieth Sam Wooden Amy Eudaley Commissioners Absent: Nicole Borovic Staff Present: Alexis Steger Kris Neyen Teresa Bassler Cate Richter Tonya England Public Present: Lynn Sutton Kathy Sutton Certification of Minutes—Auqust 27, 2019 Housinq Commission Meetinq Commissioner Rick Baumhover moved to approve the Minutes for the August 27, 2019 Housing Commission Meeting. Commissioner Janice Craddieth seconded. Roll call. Eight (8) in favor. Motion passed. Correspondence/Public Input None New Business a) Federal Fiscal Year 2017 Continuum of Care— Phoenix Housing Special Needs Assistance Program Teresa Bassler, Assisted Housing Supervisor, stated the representative from Housing & Urban Development (HUD) has approved the Federal Fiscal Year 2017 Continuum of Care — Phoenix Housing Special Needs Assistance Program Annual PerFormance Report. The goals were met and all allocated funding was expended. Bassler explained the program has a waiting list. Commissioner David Wall shared his personal experience with the Continuum of Care — Phoenix Housing Special Needs Assistance Program. Bass/er stated that the Commission did not need to vote on this item since it was voted on and approved at a prior meeting. Reports a) Crime/Nuisance Property Report Alexis Steger, Department Director, explained the Crime/Nuisance Property Report will no longer include the arrest statistical data. The arrest information will continue to be tracked for participants but will not be compared to the overall community population. They are currently looking at options for possibly adding conviction data. 1 MINUTES FOR HOUSING COMMISSION MEETING b) CDBG Advisory Commission Report Commissioner Craddieth reported she was not able to attend the last meeting for the CDBG Advisory Commission. Steger stated the Commission adopted goals and priorities for I stopping/checking points for staff to ensure information is filed by respective deadlines and they also approved adding an emergency home repair program for homeowners. c) Rehab Report Kris Neyen, Rehabilitation Supervisor, explained the properties acquired by True North have been added to her report. She is planning to complete an application with lowa Finance Authority to expand the Washington neighborhood in order to increase home ownership. d) Neighborhood Services There was no discussion. e) Assisted Housing Waiting List Statistical Summary Teresa Bassler, Assisted Housing Supervisor, explained the Waiting List for the Housing Choice Voucher program reopened on July 9, 2019. Although there were software issues, the letters and Housing Choice Voucher Application Updates were mailed to the fifty (50) participants that were randomly selected in July. There were fifty (50) applicants randomly selected in August, as well as September. The Waiting List for the Housing Choice Voucher will reopen next month on the second Tuesday--October 8, 2019. f) Housing Choice Voucher Participant Statistical Summary Bassler reported there are approximately 800 clients on the Housing Choice Voucher program. The plan is to maintain around 800 clients on the program as the budget is monitored closely because the end of the year is approaching. g) Denial/Termination Meeting Results There were no questions/comments. Information Sharinq a) Fair Housing Training There was discussion about the mandatory Fair Housing Training. There are two Commissioners planning to let Tonya England know which session they plan to attend by Friday. b) Investors "Scooping Up" Affordable Homes Article Commission Eudaley lead discussion on the article published by Ruhl & Ruhl Investors "Scooping Up"Affordable Homes. Bassler stated that this information has not been brought to the City; therefore, the Commission may not take action but may have a discussion. c) Table Mound Mobile Home Park Commissioner Gail Weitz shared information about Table Mound Mobile Home Park, which was sold to a company called Impact Communities. 2 MINUTES FOR HOUSING COMMISSION MEETING d) Gaining Opportunities The Housing Commission requested that Gaining Opportunities (GO) be added to the Housing Commission Agenda next month. Adiournment There being no further business to come before the Commission, Commissioner Sam Wooden moved to adjourn the meeting. Commissioner Wall seconded. Motion passed by voice vote.
