BACKGROUND The Roosevelt Street Water Tower project was identified as a solution to low operating water pressures in Zone 2 of the distribution system. Zone 2 encompasses the area in and around Roosevelt Street and Peru Road including the Sky Blue Estates subdivision currently under development and the existing Alpine Park development and Eagle Valley Subdivision. The Roosevelt Street Water Tower construction project was awarded to McDermott International Inc. (formerly, CBI, Chicago Bridge and Iron Company), with construction engineering provided by IIW, P.C. of Dubuque, lowa and James Orr Coatings Inspection Services of Madison, Wisconsin. IIW, P.C. is responsible for identifying and presenting a proposal to the City of Dubuque for a professional geotechnical company. The geotechnical company will be responsible for performing the required geotechnical testing and inspection services associated with the tower foundation. DISCUSSION The Roosevelt Street Water Tower project includes the proposed construction of a new 1.25 million-gallon elevated water tower. The tower is designed to be supported by a reinforced concrete foundation. IIW, P.C. successfully worked with Braun Intertec of Cedar Rapids, lowa during the design phase to determine the depth of the foundation, and McDermott International is agreeable to continue working with Braun Intertec. IIW, P.C. is recommending the following services be provided by Braun Intertec associated the Roosevelt Street Water Tower foundation: • Perform Integrity Profiling (TIP) testing in accordance with ASTM D7949-19 for the drilled foundation shafts; • Interpret the thermal data and produce a pile profile for each tested pile; • Sample and test the foundation concrete to ensure it achieves the design standards for compressive strength; . Provide site inspection of the drilled shafts and the pier drilling logs to the contractor and engineer; and . Prepare and submit the final deep foundation data summary report. IIW, P.C. is responsible for selecting a geotechnical engineering consultant to perform the necessary foundation work, and submits the attached proposal from Braun Intertec of Cedar Rapids, lowa in the amount of $18,710 for consideration and approval. BUDGET The City sought favorable financing for Planning, Design, and Construction funds from the State Revolving Fund (SRF), through the lowa Finance Authority. Eligible costs include engineering fees, archaeological surveys, environmental or geological studies, and costs related to project plan preparation and construction. The projected rate increases included in the FY 2020 budget recommendation are as follows: FY19: No change (3% rate increase) FY20: 5.00% FY21: 4.25% FY22: 3.00% FY23: 3.00% FY24: 3.00% The State Revolving Loan program along with Water Department cost savings are available to fund the Roosevelt Street tower project. Geotechnical Inspection Services Advanced geotechnical inspection and testing for the deep foundation of the elevated tower are necessary. At the time of estimating the onsite construction engineering costs, it was unclear as to what foundation testing method would be required, therefore it was estimated between $5,000 and $20,000. The final testing method agreed to by the City's consulting engineer, IIW, P.C. and McDermott International, LLC is Thermal Integrity Profiling. Local funds are available from the Water Fund Cash from project savings to cover the geotechnical expense of$18,710. The factor for services provided outside our normal work hours or on Saturday will be 1.25 times the normal hourly rate for the service provided.The factor for services provided on Sunday or legal holidays will be 1.5 times the normal hourly rate for the service provided. We have not included premiums for overtime; however, we recommend that allowances and contingencies be made for overtime charges based on conversations with the contractor. Because our services are directly controlled by the schedule and performance of others,the actual cost may vary from our estimate. Invoices for our services will be based on the actual number of hours provided for the project and the units tested. Our work may extend over multiple invoicing periods.As such,for work that is perFormed during the course of each invoicing period, we will submit partial progress invoices.
