PURPOSE
The purpose of this memorandum is to request your review and authorization to award Braun
Intertec approval to conduct geotechnical deep foundation testing and inspection services for
the Roosevelt Street Water Tower.
BACKGROUND
The Roosevelt Street Water Tower project was identified as a solution to low operating water
pressures in Zone 2 of the distribution system. Zone 2 encompasses the area in and around
Roosevelt Street and Peru Road including the Sky Blue Estates subdivision currently under
development and the existing Alpine Park development and Eagle Valley Subdivision.
The Roosevelt Street Water Tower construction project was awarded to McDermott
International Inc. (formerly, CBI, Chicago Bridge and Iron Company), with construction
engineering provided by IIW, P.C. of Dubuque, lowa and James Orr Coatings Inspection
Services of Madison, Wisconsin.
IIW, P.C. is responsible for identifying and presenting a proposal to the City of Dubuque for a
professional geotechnical company. The geotechnical company will be responsible for
performing the required geotechnical testing and inspection services associated with the tower
foundation.
DISCUSSION
The Roosevelt Street Water Tower project includes the proposed construction of a new 1.25
million-gallon elevated water tower. The tower is designed to be supported by a reinforced
concrete foundation. IIW, P.C. successfully worked with Braun Intertec of Cedar Rapids, lowa
during the design phase to determine the depth of the foundation, and McDermott International
is agreeable to continue working with Braun Intertec.
IIW, P.C. is recommending the following services be provided by Braun Intertec associated the
Roosevelt Street Water Tower foundation:
• Perform Integrity Profiling (TIP) testing in accordance with ASTM D7949-19 for the
drilled foundation shafts;
• Interpret the thermal data and produce a pile profile for each tested pile;
• Sample and test the foundation concrete to ensure it achieves the design standards for
compressive strength;
. Provide site inspection of the drilled shafts and the pier drilling logs to the contractor and
engineer; and
. Prepare and submit the final deep foundation data summary report.
IIW, P.C. is responsible for selecting a geotechnical engineering consultant to perform the
necessary foundation work, and submits the attached proposal from Braun Intertec of Cedar
Rapids, lowa in the amount of $18,710 for consideration and approval.
BUDGET
The City sought favorable financing for Planning, Design, and Construction funds from the State
Revolving Fund (SRF), through the lowa Finance Authority. Eligible costs include engineering
fees, archaeological surveys, environmental or geological studies, and costs related to project
plan preparation and construction. The City has also identified local funds to complement SRF
funding.

Working with Jennifer Larson, Finance and Budget Director, funding for the project has been
reviewed and modified to reflect the changes noted above which includes the July 8, 2019 City
Council authorized issuance of $4,400,000 Water Revenue Capital Loan Note (State Revolving
Fund Loan, Series 2019 at 1.75% annual interest rate for 20 years, with an annual service fee of
0.25%).

debt that will be used to fund a portion of the Roosevelt Street Water Tower project:

Ms. Larson worked with the City's financial advisor on cash flows during the Fiscal Year 2020
budget process and again to update the cash flows for the expenses determined ineligible to be
reimbursed by the State Revolving Loan Fund and the increased costs.
The projected rate increases included in the FY 2020 budget recommendation are as follows:
FY19: No change (3% rate increase)
FY20: 5.00%
FY21: 4.25%
FY22: 3.00%
FY23: 3.00%
FY24: 3.00%
The State Revolving Loan program along with Water Department cost savings are available to
fund the Roosevelt Street tower project.
Geotechnical Inspection Services
Advanced geotechnical inspection and testing for the deep foundation of the elevated tower are
necessary. At the time of estimating the onsite construction engineering costs, it was unclear as
to what foundation testing method would be required, therefore it was estimated between
$5,000 and $20,000. The final testing method agreed to by the City's consulting engineer, IIW,
P.C. and McDermott International, LLC is Thermal Integrity Profiling.
Local funds are available from the Water Fund Cash from project savings to cover the
geotechnical expense of$18,710.
REQUESTED ACTION
I respectFully request authorization and execution of the attached contract to award Braun
Intertec of Cedar Rapids, lowa in the amount of$18,710 the geotechnical foundation inspection
and testing work for the Roosevelt Street 1.25 MG Tower.

Braun Intertec Corporation is pleased to submit this proposal to provide special inspections and testing
services at the referenced site.
Available Information
We prepared this proposal using the following documents and information.
• Foundation plans prepared by McDermott International Inc., dated August 7 and August 10,
2019
• A geotechnical report prepared by Braun Intertec, dated October 8, 2018.
Scope of Services
ICC certified special inspectors, or qualified technicians working under the direction of ICC certified
special inspectors,will provide the required special inspection services under the direction of a licensed
professional engineer. The special inspectors or qualified technicians will perform the specified
construction materials testing services on a full-time or on-call basis, as scheduled by the general
contractor. Our interpretation of available information provided to us and applicable ASTM or other
industry standards indicates our scope of services for this project will be limited to the following tasks:
Deep Foundation Related Services
• Perform Thermal Integrity Profiling (TIP)testing in accordance with ASTM D7949-19 at a rate
of ten percent of the total drilled shafts,for a total of two tests.
• Provide THERMAL WIRE brand cabling for each tested drilled shaft at a rate of four wires per
shaft,for a total of eight wires.
• Interpret thermal data and produce a pile profile for each tested pile based on the collected
data.

construction schedule outside our normal work hours will be invoiced using an overtime rate factor. The
factor for services provided outside our normal work hours or on Saturday will be 1.25 times the normal
hourly rate for the service provided.The factor for services provided on Sunday or legal holidays will be
1.5 times the normal hourly rate for the service provided. We have not included premiums for overtime;
however, we recommend that allowances and contingencies be made for overtime charges based on
conversations with the contractor.
Because our services are directly controlled by the schedule and performance of others,the actual cost
may vary from our estimate. Invoices for our services will be based on the actual number of hours
provided for the project and the units tested.
Our work may extend over multiple invoicing periods.As such,for work that is perFormed during the
course of each invoicing period, we will submit partial progress invoices.
Additional Services
It is difficult to project all of the services and the quantity of services that may be required for any
project. If services are required that are not discussed herein, we will provide them at the rates shown
in the attached table or, if not shown, at our current Schedule of Charges.

We will be happy to meet with you to discuss our proposed scope of services further and clarify the
various scope components.
