MEMBERS PRESENT: Jennifer Tigges, Pauline Maloney, Sr. Carol Hoverman, George Herrig.
MEMBERS ABSENT: Burton Everist, Al Vincent. One seat is vacant on the Commission.

Mr. Herrig called the meeting to order at 4:04 p.m.
Acceptance of the Agenda
Upon a motion by Ms. Maloney, seconded by Ms. Tigges, the agenda was accepted by a vote of 4 -0.
Approval of the Minutes of the January 5, 2010, Meeting
Upon a motion by Sr. Hoverman, seconded by Ms. Maloney, the Minutes of the January 5, 2010,
Meeting were approved 4 -0.
Public Comment
Ms. Tigges stated that Jordan Decree has offered the Dubuque Art Center as a downtown production
facility for PEG programming.
Access Equipment & Expenditures
Mr. Nowack presented a request for funding for $15,000 for a non - linear editing system to replace the
four - year -old system that is no longer able to ingest video via Firewire and which is now a very slow
system. It will be a Windows 7 machine with Adobe Production Suite on it. Sr. Hoverman moved to
approve up to $15,000 for the editing system. The motion was seconded by Ms. Maloney and
approved 4 -0.
Mediacom Cable Report
Mr. Barefoot provided an update on the forthcoming productions he and Tyler will be involved in. He
has an intern from Loras College who starts next week.
Cable TV Report
Mr. Nowack reported that he found a VHS dub of an old open -reel videotape entitled "DCAT
Composite." The recording is very poor quality, but he thinks it contains videotape of some of the
early days of public access television in Dubuque in the late 1970s. He informed the Commission that
the Cable TV budget presentation is first on the agenda on the night of February 11, and that earlier
today he received the signed City - Loras College Channel 17 management agreement from the City
Manager. He said he would be going to Des Moines tomorrow to meet with a Senate Commerce
subcommittee regarding the bill Senator Jochum introduced to amend the state cable franchise law.
The Cable TV Division is now heading into the busiest time of the year with budget hearings starting
next week, the Growing Sustainable Communities conference, the State of the City Address, the
Census, and City Expo.
