Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch; Resnick, Voet- berg, City Manager Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of discus- sing various City de- partmental budgets. Fiscal Year 2011 De- partmental Budgets were presented by staff from the follow- ing City departments: Housing and Communi- ty Development De- partment and public hearing for the Com- munity Development Block Grant Annual Ac- tion Plan, Planning Services Department, Economic Development Department, Parking Division, and the Transit Division. Planning Services De- partment: Planning Services Manager Laura Carstens pre- sented the Fiscal Year 2011 budget for this department. Respond- ing to questions from City Council, Carstens stated that the City had received a water trail grant and defined the purpose of the Cer- tified Local Govern- ment contract, Section 106 Reviews and Phase VI Surveys as related to the request for fund- ing of the department's one improvement package request. Economic Develop- ment: Economic Devel- opment Director Dave Heiar presented the Fiscal Year 2011 budg- et for this department. PUBLIC HEARING Upon motion, the rules were suspended allow- ing anyone present to address the City Coun- cil. 2011 Community De- velopment Block Grant .Annual Action Plan: Community Develop- ment Specialist Aggie Tauke introduced members of the Com- munity Development Advisory Commission and presented the Community Develop- ment Block Grant Fis- cal Year 2011 Annual Action Plan and budg- et. There were no pub- lic comments. Upon motion the rules were reinstated limit- ing discussion to the City Council. DEPARTMENTAL BUDGET REVIEW Housing and Com- munity Development Department: Housing and Community Devel- opment Department Di- rector David Harris presented the Fiscal Year 2011 budget for this department. Re- sponding to questions from City Council, Har- ris stated that the number of Family Self - Sufficiency (FSS) pro- gram vouchers is work- able. He stated that changes in the Section 8 program are already producing results and that the Homeless Pre- vention and Rapid Re - Housing program is be- ing outsourced to Proj- ect Concern. Harris added that if the num- ber of Section 8 pro- gram vouchers is re- duced, it is unlikely the number 'can be in- creased in future years. Van Milligen stated that he has fro- zen the issuance of new Section 8 program vouchers and is recom- mending resources needed to make the system work more effi- ciently and other op- tions will be consid- ered if the 900 cap on vouchers is not man- ageable. Community Development Advisory Commission Member Ann Michalski, 1520 Al- tura Street, expressed her concern over re- scinding vouchers for the handicapped. Jen- ny Manders, 1990 Ellis Street, expressed her concern over leaving unused funding "on the table" and the needs of the elderly. Van Milligen stated that vouchers are not re- scinded but processed on a preference point system. More research is being done to define "disabled" to more readily serve appli- cants adding that there are other programs available in addition to Section 8. Jerry Maro, 10366 Timothy Street, speaking on behalf of the Dubuque Landlords Association, stated that landlords can ben - fit from renters re- eiving Section 8 if hey are genuinely in need of the program and added that the As- ociation voted to sup- port the City Manag- er's recommendation o place a freeze on is- suing new vouchers and capping the num- ber at 900. CVB Direc- tor Keith Rahe stated that RAGBRAI has a .positive economic im- pact on the community and explained that these funds are needed for assistance with po- lice, fire, trolleys, park- ing, fencing, security, etc. as actual event ex- penses approach $85,000. Parking Division: Parking Division Super- visor Tim Horsfield pre- sented the Fiscal Year 2011 budget for this department. Respond- ing to questions from City Council, Horsfield stated that expanding the Locust Street ramp maintenance shop will result in the loss of on- ly two parking stalls. Lighting in the same ramp will be replaced with new, efficient lighting as part of a scheduled lighting up- grade. Horsfield will consider naming op- portunities and sign - age for the City's park- ing facilities if so di- rected. Transit . Division: Transit Manager Jon Rodocker presented the Fiscal Year 2011 budget for this depart- ment. City Council dis- cussed funding related to the RTA/Northeast Iowa Community :Col- lege shuttle bus and combining 2 part-time dispatcher positions in- to one full-time posi- tion. Cindy O'Bryon, 784 Carriage Hill Drive, spoke in support of continued funding of the shuttle for NICC on behalf of its students. RTA Director Mark Munson, 760 Corn- OF IOWA {SS: merce Drive, stated that the routehas IUE COUNTY found a core ridership and a Green Jobs grant through ECIA may pos- sibly help fund their portion of the service in addition to rider fares and other RTA support. If NICC is un- able to contribute their portion, the service may be discontinued.
