City Engineer Gus Psihoyos is recommending acceptance of the 2008 Catch Basin
Replacement Project, as completed by McDermott Excavating, in the final contract
amount of $92,994, which is a $26,252 (39.4 %) increase from the original contract
amount of $66,692. The replacement of seven additional intakes around the Locust
Street Parking Ramp was added to the project at a cost of $25,845, which is the
majority of the cost increase.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution provides for the acceptance of the construction contract for the
2008 Catch Basin Replacement Project.
BACKGROUND
The 2008 Catch Basin Replacement Project involved the replacement of 22 catch
basins that are located on streets that were resurfaced as part of the 2008 Public Works
Asphalt Overlay Program.
The project was awarded based on a competitive quotation process for public
improvements in accordance with Iowa Code, Section 26.14.
DISCUSSION
The 2008 Catch Basin Replacement Project was completed by McDermott Excavating
of Dubuque, Iowa, of Dubuque, Iowa, in the final contract amount of $92,994.00, which
is a $26,252.00 (or 39.4 %) increase from the original contract amount of $66,692.00.
The replacement of seven additional intakes around the Locust Street Parking Ramp
was added to the project at a cost of $25.845.00 which is the majority of the cost
increase.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $92,994.00 to McDermott Excavating for the 2008 Catch
Basin Replacement Project.

RESOLUTION NO. 77-10
ACCEPTING THE 2008 CATCH BASIN REPLACEMENT PROJECT AND
AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the 2008 Catch Basin
Replacement Project (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Catch Basin Maintenance, Catch Basin/Westside Storage, and Curb /Catch Basin
Replacement appropriations for the contract amount of $92,994.00 less any retained
percentage provided for therein as provided in Iowa Code chapter 573, and to pay such
retainage only in accordance with the provisions of Iowa Code chapter 573.
