Sealed bids were received for the Utility Relocation Project — 9 to 10 Street: Sanitary

Psihoyos recommends award of the contract to the low bidder, Top Grade Excavating,

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Utility
Relocation Project — 9 to 10 Street: Sanitary Sewer, 20 -Inch Transmission
Watermain, and Fiber Optic Conduit.
BACKGROUND
The project involves the replacement and relocation of the following utilities: 8 -inch
sanitary sewer; 20 -inch transmission watermain; network fiber; and traffic fiber that are
currently located within the alley between Central Avenue and Iowa Street that runs
from 9 to 10 Street. These utilities will be replaced and relocated to 9 and 10
Streets and to the west side of the Central Avenue.
On February 15, 2010, the City Council authorized initiation of the public bidding
process and set a public hearing for March 1, 2010 to consider approval of the plans
and specifications, form of contract and estimated cost.
At the March 1, 2010 public hearing, through the adoption of a resolution, the City
Council approved the plans, specifications, form of contract, and estimated cost for the
Utility Relocation Project — 9 to 10 Street project.
DISCUSSION
Multiple addendums were issued during the bidding process to clarify the elements of
the project and to add value to the project. Changes to the scope of the project include
adding water and sanitary sewer service for the parking facility, adding additional fiber
conduit on Iowa Street, and increasing the pavement protection /replacement standards
for 9 1 0 th and Central Avenue. Based on these changes, the revised project cost
estimate is $936,672.40 up from $821,422.50.
Because the construction contractor must wait until the bid is awarded before ordering
materials, the City pre- ordered and purchased the 20 -inch diameter water main
materials. This ensures that material delivery will not delay completion of the utility
relocation project.
BID RESULTS
Sealed bids were received on March 9, 2010. Top Grade
Iowa, submitted the low bid in the amount of $710,860.87.
the revised estimate of probable cost. A summary of the

The sanitary sewer relocation will be funded with savings from the Asbury Plaza Area
Wastewater Pumping Facilities Project in the amount of $307,350.80.

Whereas, sealed proposals have been submitted by contractors for the Utility
Relocation Project - 9 to 10 Street: Sanitary Sewer, 20 -Inch Transmission
Watermain, and Fiber Optic Conduit (the Project) pursuant to Resolution No. 53 -10 and
Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on
the 19 day of February, 2010.
Whereas, said sealed proposals were opened and read on the 9 day of March,
2010 and it has been determined that Top Grade Excavating, Inc., with a bid in the
amount of $710,860.87, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Top
Grade Excavating, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.

Dear Gus:
In accordance with City instructions, bids for the above referenced project were opened and
read at 10 :00 a.m. on March 9, 2010. Two (2) bids were received for this project. A
tabulation of the bids is enclosed.
After reviewing the bids, it was determined the low bid was submitted by Top Grade
Excavating, Inc. of Epworth, Iowa, in the amount of $710,860.87.
Top Grade Excavating, inc. has the experience, workforce and equipment to properly
complete this contract. We recommend award of the Utility Relocation Project to Top
Grade Excavating, Inc. in the amount of $710,860.87.
The engineer's estimate for this project was $726,082.50. The low bid of $710,860.87 is
$15,221.63 or 2% below the engineer's estimate.
