WHEREAS, from birth to age 5, a child's brain develops more than any other time in
I ife; a nd
WHEREAS, parents, a child's first teacher, play an important role in helping to build a
child's literacy and vocabulary; and
WHEREAS, as their child's first teacher, parents also lay the foundation for their child's
education and life success; and
WHEREAS, children and families benefit from shared learning at home and in the
community; and
WHEREAS, the community of Dubuque has a history of commitment to children's and
family literacy.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA,
ON BEHALF OF THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE,
DO HEREBY PROCLAIM THE MONTH OF NOVEMBER 2019 AS
"DUBUQUE FAMILY LITERACY MONTH"
IN THE CITY OF DUBUQUE, IOWA.
