On September 6, 2019 residents from Lea Lane submitted a valid petition to expand the
City's existing Residential Parking Permit District "H" by adding Lea Lane between
Pennsylvania Avenue and Key Corners.
Parking studies were completed on Lea Lane. The parking study failed to meet the
70°k of curbside parking spaces being utilized during peak periods. A petition for
creation or expansion of a Residential Parking Permit District in an area may only be
submitted once per quarter. Residents of Lea Lane may start collecting signatures for a
new petition on January 1 , 2020.
Due to the failure to meet the 70°k curbside parking utilization requirement, City
Engineer Gus Psihoyos does not recommend expansion of the existing Residential
Parking Permit District "H" along Lea Lane from Pennsylvania Avenue to Key Corners.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to inform you of parking study results caused by a
petition submitted to the City Council from residents along Lea Lane between
Pennsylvania Avenue and Key Corners.
BACKGROUND
On September 6, 2019 residents from Lea Lane submitted a valid petition to expand the
City's existing Residential Parking Permit District "H" by adding Lea Lane between
Pennsylvania Avenue and Key Corners.
On September 3, 2019, the City Council approved an amendment to City Ordinance 9-
14-321.722 (B) Parking Study, that defines a time frame of when the parking study will
be conducted as part of the Residential Parking Permit District amendment process.
This time frame states: The parking study will be completed within thirty days of receipt
of the petition, except in specific circumstances deemed necessary by the City
Engineer; No more than four site visits will be completed as part of a parking study,
except in specific circumstances deemed necessary by the City Engineer and; In order
to receive a recommendation to the City Council for creation or expansion of a
Residential Parking Permit District, the results of the parking study must be that at least
70% of the curbside parking spaces in the proposed district are utilized during peak
periods.
DISCUSSION
Parking studies were completed on Lea Lane. Below are those results:
Lea Lane between Pennsylvania Avenue and Key Corners (26 curbside parking
spaces, 19 spaces must be utilized to meet 70% requirement)
1. Tuesday 09/10/19 at 1005 (Partly Cloudy 74): 3 parked cars = Fail 12%
2. Wednesday 09/18/19 at 0925 (Sunny 70): 4 parked cars = Fail 15%
3. Thursday 1 Q/03/19 at 1 QQQ (Claudy 53): 3 parked cars = Fail 12%
4. Tuesday 10/08/19 at 0945 (Sunny 54): 5 parked cars = Fail 19%
The parking study failed to meet the 70% of curbside parking spaces being utilized
during peak periods. A petition for creation or expansion of a Residential Parking
Permit District in an area may only be submitted once per quarter(9-14-321.722(3)).
Residents of Lea Lane may start collecting signatures for a new petition on January 1,
2020.
RECOMMENDATION
Due to the failure to meet the 70% curbside parking utilization requirement, I do not
recommend expansion of existing Residential Parking Permit District "H" along Lea
Lane from Pennsylvania Avenue to Key Corners. A letter will be sent to each resident
adjacent to the petition area that give the results of the parking study along with my
recommendation not to expand existing District "H" at this time.

We sign with the knowledge that the ADDED area will inherit the same days/times for parking restrictions as
established within the current district. If approved, participation in the program is manadatory, only those
vehicles with a permit shall be permitted to park curbside in the district during the restricted hours. �
All existing criteria of City Ordinance will remain in affect,which include the following:
An annual fee shall be charged per vehicle for a Residential Parking Permit; not more than two (2) Residential
Parking Permits shall be issued to any dwelling unit; and only vehicles with a permit shall be allowed to park curb
side in the district between the hours identified above and as identified by City Council. Guest Permits will be
issued in accordance with the City of Dubuque Code of Ordinances.
(The annual fee and Code of Ordinance is subject to change by City Council action)
