A parking study was completed on Key Way Drive between Keymont Drive and Keystone Drive. The parking study failed to meet the 70% of curbside parking spaces being utilized during peak periods. A petition for creation or expansion of a Residential Parking Permit District in an area may only be submitted once per quarter. Residents of these locations may start collecting signatures for a new petition on January 1, 2020. Due to the failure to meet the 70% curbside parking utilization requirement, City Engineer Gus Psihoyos does not recommend expansion of existing Residential Parking Permit District "H" along Key Way Drive between Keymont Drive and Keystone Drive. BACKGROUND On October 21, 2019 residents from Key Way Drive submitted a valid petition to expand the City's existing Residential Parking Permit District "H" by adding Key Way Drive from Keymont Drive to Keystone Drive. On September 3, 2019, the City Council approved an amendment to City Ordinance 9- 14-321.722 (B) Parking Study, that defines a time frame of when the parking study will be conducted as part of the Residential Parking Permit District amendment process. This time frame states: The parking study will be completed within thirty days of receipt of the petition, except in specific circumstances deemed necessary by the City Engineer; No more than four site visits will be completed as part of a parking study, except in specific circumstances deemed necessary by the City Engineer and; In order to receive a recommendation to the City Council for creation or expansion of a Residential Parking Permit District, the results of the parking study must be that at least 70% of the curbside parking spaces in the proposed district are utilized during peak periods. DISCUSSION A parking study was completed on Key Way Drive between Keymont Drive and Keystone Drive. Below are those results: Key Way Drive between Keymont Drive and Keystone Drive (32 curbside parking spaces, 23 spaces must be utilized to meet 70% requirement) 1. Wednesday 10/23/19 at 0900 (Cloudy 39): 13 cars p�rk�d �urbside = Fail 41% 2. Tuesday 10/29/19 at 0940 (Sunny 33): 15 cars parked curbside = Fail 47% 3. Thursday 11/07/19 at 1005 (Sunny 23): 13 cars parked curbside = Fail 41% 4. Friday 11/15/19 at 1015 (Sunny 33): 13 cars parked curbside = Fail 41% The parking study failed to meet the 70% of curbside parking spaces being utilized during peak periods. A petition for creation or expansion of a Residential Parking Perrriit Districl in an area may only be submitted once per quarter(9-14-321.722(3)). Residents of these locations may start collecting signatures for a new petition on January 1, 2020. RECOMMENDATION Due to the failure to meet the 70% curbside parking utilization requirement, I do not recommend expansion of existing Residential Parking Permit District "H" along Key Way Drive between Keymont Drive and Keystone Drive. A letter will be sent to each resident adjacent to the petition area that give the results of the parking study along with my recommendation not to expand existing District "H" at this time. Charlie Gau flew the Hempstead property on 12/27/19 (during winter break) in order to update our aerial photography and to get an accurate count on parking stalls. As mentioned in the attached Parking Fact Sheet, during construction the Hempstead parking lot had 337 Student spaces, 224 Staff spaces, and 23 Visitor spaces. Now that the pool construction staging area has been removed, Hempstead has repainted parking spaces within their parking lot with the following totals: 441 Student spaces 246 Staff spaces 23 Visitor spaces 81 spaces lost due to pool addition. These numbers include ADA and any other spaces they may be signed for specific commuters, such as motorcycles or DCSD vehicles. This morning I did a quick drive thru on nearby streets that are not within a RPPD that were seeing high student parking. Keymont Drive had 6 cars (11 cars were parked curbside at my last count), Key Way Drive between Keymont and Keystone had 10 cars (13 cars were parked curbside at my last count), Glenwood Court and Creston Street had significantly fewer cars than before (no actual count ever performed due to no petition for a RPPD, simple spot checks for volume), and USHA Park parking lot (including the expansion) is still heavily used by students.
