A petition for creation or expansion of a Residential Parking Permit District in an area may only be submitted once per quarter. Residents of Keymont Drive may start collecting signatures for a new petition on January 1 , 2020. Due to the failure to meet the 70°k curbside parking utilization requirement, City Engineer Gus Psihoyos does not recommend expansion of the existing Residential Parking Permit District "H" along Keymont Drive from Key Way Drive to Keymont Court. FROM: Gus Psihoyos, City Engineer �� '-, - , - DATE: November 22, 2019 RE: Residential Parking Permit District "H" Amendment Keymont Drive between Key Way Drive & Keymont Ct. - Parking Study Results INTRODUCTION The purpose of this memorandum is to inform you of parking study results caused by a petition submitted to the City Council from residents along Keymont Drive between Key Way Drive and Keymont Court.. BACKGROUND On May 5, 2019 residents from Keymont Drive submitted a valid petition to expand the City's existing Residential Parking Permit District "H" by adding Keymont Drive between Key Way Drive and Keymont Court. On September 3, 2019, the City Council approved an amendment to City Ordinance 9- 14-321.722 (B) Parking Study, that defines a time frame of when the parking study will be conducted as part of the Residential Parking Permit District amendment process. This time frame states: The parking study will be completed within thirty days of receipt of the petition, except in specific circumstances deemed necessary by the City Engineer; No more than four site visits will be completed as part of a parking study, except in specific circumstances deemed necessary by the City Engineer and; In order to receive a recommendation to the City Council for creation or expansion of a Residential Parking Permit District, the results of the parking study must be that at least 70% of the curbside parking spaces in the proposed district are utilized during peak periods. DISCUSSION Parking studies were completed at this location. Below are those results: Keymont Drive between Key Way Drive and Keymont Court (16 curbside parking spaces, 12 spaces must be utilized to meet 70% requirement) 1. 05/23/19 at 1030: 9 cars parked curbside = Fail 56% a. Only one count was completed prior to Hempstead High School graduation day. Study was delayed until Fall 2019 school year. 2. Tuesday 09/10/19 at 1015 (Partly Cloudy 74): 9 cars parked curbside = Fail 56% 3. Wednesday 09/18/19 at 0900 (Sunny 70): 9 cars parked curbside = Fail 56% �. Thursday 10/03/19 at 1000 (Cloudy 53): 11 cars parked curbside = Fail 69% 5. Tuesday 10/08/19 at 0950 (Sunny 54): 10 cars parked curbside = Fail 63% 6. Friday 11/22/2019 at 0945 (Cloudy 21): 11 cars parked curbside = Fail 69% Additional studies were conducted due to the near passing requirement. The parking studies failed to meet the 70% of curbside parking spaces being utilized during peak periods. A petition for creation or expansion of a Residential Parking Permit District in an area may only be submitted once per quarter(9-14-321.722(3)). Residents of Keymont Drive may start collecting signatures for a new petition on January 1, 2020. During our parking study it was discovered that parking on Keymont Drive from Key Way Drive east to the cul-de-sac is allowed on both sides. In 2012, the City began allowing subdivision streets to be constructed with less than 31-foot width if the developer agreed to allow parking only on side of the street. Keymont Drive was built with a 27-foot width, therefore, parking should have only been allowed on one side of the street. Engineering staff surveyed all the other 27-foot-wide streets constructed since 2012 and found all of them to have parking on one side. Therefore, the City will be installing No Parking Signs on one side of Keymont Drive and Keymont Cout. By installing the No Parking Signs, the parking situation at Key Way Drive will be much improved from the present condition. RECOMMENDATION Due to the failure to meet the 70% curbside parking utilization requirement, I do not recommend expansion of existing Residential Parking Permit District "H" along Keymont Drive from Key Way Drive to Keymont Court. A letter will be sent to each resident adjacent to the petition area that give the results of the parking study along with my recommendation not to expand existing District "H" at this time. Charlie Gau flew the Hempstead property on 12/27/19 (during winter break) in order to update our aerial photography and to get an accurate count on parking stalls. As mentioned in the attached Parking Fact Sheet, during construction the Hempstead parking lot had 337 Student spaces, 224 Staff spaces, and 23 Visitor spaces. Now that the pool construction staging area has been removed, Hempstead has repainted parking spaces within their parking lot with the following totals: 441 Student spaces 246 Staff spaces 23 Visitor spaces 81 spaces lost due to pool addition. These numbers include ADA and any other spaces they may be signed for specific commuters, such as motorcycles or DCSD vehicles. This morning I did a quick drive thru on nearby streets that are not within a RPPD that were seeing high student parking. Keymont Drive had 6 cars (11 cars were parked curbside at my last count), Key Way Drive between Keymont and Keystone had 10 cars (13 cars were parked curbside at my last count), Glenwood Court and Creston Street had significantly fewer cars than before (no actual count ever performed due to no petition for a RPPD, simple spot checks for volume), and USHA Park parking lot (including the expansion) is still heavily used by students.
