Expenditure Request - Settling in the Casino parking lot and Hilton front
entrance
DATE: November 22, 2019
Dubuque Racing Association President and CEO Jesus Aviles is requesting approval to
spend $29,193.00 from the Depreciation and Improvement Fund to repair sections of
the parking lot that are heaving due to old light bases under the blocktop and settling
areas at the main entrance of the Hilton Hotel.
I am respectfully recommending Mayor and City Council approval.

Issue: Settling in the Casino parking lot and Hilton front entrance
As required in the Amended and Restated lease Agreement between the City of Dubuque and
the Dubuque Racing LTD., I am formally requesting City approval to repair sections of the
parking lot that are heaving due to old light bases under the blacktop and settling areas at the
main entrance ofthe Hilton Hotel. The raised areas of the parking lot will cause potential issues
when removing snow from the lots. The settling at the front entrance of the Hilton has fallen
away at the edge of the overhang causing a trip hazard for guests. My recommendation for this
expenditure is $29,193.00.
The source ofthe funding for the project is the Depreciation and Improvement Fund (D&I Fund)
which has a calculated balance of$859,456.71 and an available amount of$609,456.71 the
required minimum for the D&I Fund is $250,000 per the City/DRA Lease Agreement.
