INTRODUCTION
The enclosed resolution is in reference to the public hearing for the Lower Bee Branch
Security Network Project.
BACKGROUND
In June of 2010, the City Council awarded the construction contract for the Lower Bee
Branch Creek Restoration Project in the amount of$10,836,588.85. Because the bid
was more than 25% over the engineer's estimate of probable cost, the construction of
ancillary improvements such as the floating islands and the security camera network for
the trail system were delayed.
ln November of 2013 the City Council passed Resolution 335-13 adopting the 2013
�rainage �asin Master Plan A�endment. The 2013 Amendmer�t did not replace the
2001 Drainage Basin Master Plan. Instead, it built upon its foundation. The amended
Drainage Basin Master Plan outlined several improvements throughout the Bee Branch
watershed to mitigate the effects of future flooding and disasters. Collectively, the
improvements form the basis of the Bee Branch Watershed Flood Mitigation Project
outlined in Table 1 below.

Creek Restoration Project were delayed pending funding.
In December of 2013, the lowa Flood Mitigation Bo�rd voted to approve the City's use
of $98,494,178 in state sales tax increment funding for fhe Bee Branch Watershed
Flood Mitigation Project.
DISCUSSION
Plans and specifications for the Lower Bee Branch Security Network Project (Project)
have been developed and are ready for bidding. The Project improvements consist of the
construction of approximately 10,000 feet of fiber-optic conduit and micro-duct with 5,600
feet of fiber-optic cable and 5,300 feet of electric conduit along the Lower Bee Branch
Creek. Two new network cabinets will be installed and integrated into the City-wide
network. A total of 21 cameras will be installed for security. It also includes the installation
of a new irrigation controller, back flow preventer, and 130 linear feet of 2-inch copper
water service.
PROJECT SCHEDULE
The schedule for the project is as follows:

Final Project Completion Date June 12, 2020
RECOMMENDATION
I recommend that the City Council approve the plans, specifications, form of contract
and estimated cost for the Lower Bee Branch Security Network Project.
BUDGETIMPACT
The estimate of probable costs for the Lower Bee Branch Security Network Project is as
follows:
Construction $303,265.00
Contingency (5%) 15,163.25
Engineering 31,842.83
Total Project Cost $350,271.08
The funding summary is as follows:
