There apparently are a number of dnanswered concerns regarding Mr. Spiegel's condo project and this is too imporiant an issue to "hurry" things,along without . ample opportunity for council members and citizens to vmce concerns. This action of a special council ~m~eting has all the markings of a "done deal" and one of special interest taking place over regular procedure. This is the type of maneuvering that~ leads cmzens to quesl~o or lose confidence in their city government. } Personally, I am not oppobed to condos, however, this is not the location for them for reason S I and others have pointed out m various letters to the editor. Placinglcondos in front of the river bluffs will set a significant precedent- notl~g is safe in the quest for profit. Look no further than the northwest ar~i erial and the proposed southwest arterial. Highways are natural magndts for development of all kinds. Future landscapes and natural areasi are sure to fall to additional roadway and urban encroachments. These changes are, for all intent and purposes, irreparable. Anyone who thinks that serious and thorough deliberation on these matters is somehow against progress is dearly missing the point. Progress is measured in many ways, one of which is maintaining and preserving that which is historically, culturally, and aesthetically central to a community; and in this instance, also a significant aspect of our natural ecological diversity. Progress is much more than catering to a whining developer whose only interest is his own bott6m line. Dubuque, like many other communities, faces a constant challenge o.~ definirtg progress in the face of our persistent onslaught against bur environment. What's the hurry with so much at stake? Dubuque City Council Re: Royal Oaks Development - Rezoning Request Special Meeting - May 8, 2003 Dear Councilperson Enclosed pleasel find signatures of individuals who are concerned, alarmed and disheartened with the planned proposal to rezone our magnificent riverfront bluffs for housing. We believe th~ council should instead implement their vision towards a retention of this site fo~ all Dubuquers and visitors such as the former Tollbridge restaurant allowed. We believe the ~roposed structure is aesthetically atrocious, too large, too bulky. We are concerned abm t the views from our venerable park. We are concerned about our wildlife, the pelicans, eagles, hawks and falcons and all other soaring creatures and the many who come to vie'v their flight. We are collcel~ being exchanged to the rather about our hefita bluffs and vistas. It is' so long after we are g~ has been gazed upon ed about the ease at which our legacy of the beautiful bluffs is highest bidder. This should not be about au increased tax base, :e, one of the authentic characters of Dubuque, its beautiful fiver tour duty to future generations to preserve this riverfront beauty, ac, they too, can sense the wonder of our natural environment thai r centuries by many peoples. We would rath~ :r the council take this oppo~anity to come up with alternate proposals that would s~rve to preserve for all the citizens, the wildlife and our sacred bluffs. Our river bluffq should not serve as backdrops to be hidden; rather, their sacred form should be visible lo all, from all directions. · Finally, these p~titions were gathered in a 36-hour time frame by people who have families, work and health issues. We were dismayed about this rushed, accelerated meeting when we had +nly begun to involve concerned citizens. We believe, if voted on by the populace, the co~adominium project would be rejected. Please, stop now, and reconsider your fast-trqck decision. Come up with alternatives that would fulfill tax base requirements and wou~d preserve our natural heritage. S.A.
