Sheldon entered into a purchase agreement whereby the City would acquire a portion of Lot 10 of F.D.R. Park View Heights, Section 3, Township 88 North, Range 2 East of the 5t" Principal Meridian in Dubuque County for additional right of way along North Cascade Road for a purchase price of $500. City Engineer Gus Psihoyos recommends City Council approval of the Acquisition Plat and acceptance of the dedication of said lot for right of way purposes. Sheldon Property Right of Way Plat and Dedication — North Cascade Road Reconstruction Project (lowa DOT Project No. STBG-SWAP-2100 (669)--SG-31) INTRODUCTION This memo provides information regarding the platting and acceptance of additional right of way for the North Cascade Road Reconstruction Project, from the bridge over Catfish Creek to Edval Lane. BACKGROUND With the upcoming completion of the Southwest Arterial (US 52) and the location of the Middle Interchange at North Cascade / English Mill Road, traffic volumes are expected to increase on North Cascade Road. The existing roadway is narrow, substandard in design and is inadequate to accommodate future traffic and development growth. The Timber Hyrst residential subdivision is under development and connects Creekwood Drive to North Cascade Road between Edval Lane and the Catfish Creek bridge. The development agreement for this subdivision between the City of Dubuque and North Cascade Road Developers, LLC. stipulates that the City will complete safety related improvement to North Cascade Road. The City is d�velopir�ig a project to reconstruct N�rlh Cascade R�ad between the bridge over South Fork of the Catfish Creek to the future intersection of North Cascade Road and the Southwest Arterial. The project will be developed into 2 phases; Phase 1 (2019) - from C�tfish Creek bridc�e to Edval Lane; and Phase 2 (2021) - from Edval L�ne t� Southwest Arterial. The current 24-foot rural roadway will be widened to accommodate a 35-foot urban "complete street" section with 5-foot paved shoulders / bike lanes on each side and grading for future sidewalks on each side of the road. The existing curves on North Cascade Road are substandard ancl will be realigned to improve safety and allow for better sight distance. Recently, the City of Dubuque and Cheryl A. Sheldon entered into a purchase agreement whereby the City would acquire a portion of Lot 10 of F.D.R. Park View Heights, Section 3, Township 88 North, Range 2 East of the 5t" Principal Meridian in Dubuque County, lowa (shown as Project Parcel 7 on attached map) owned by Cheryl A. Sheldon, needed for the for the North Cascade Road Reconstruction Project. As part of that agreement, the City is responsible for the surveying and platting of the proposed division of the property. DISCUSSION In accordance with a Purchase Agreement with the property owner, Cheryl A. Sheldon, the additional right of way of North Cascade Road needs to be platted. The platting of this additional area has been coordinated with the owner of the property and they have signed and consented to the plat. The City of Dubuque Engineering Department has prepared the acquisition plat to provide the right of way areas. The area being platted will be dedicated to the public for street and utility purposes. BUDGET IMPACT The anticipated project funding for the property acquisitions to accommodate the future improvements for the North Cascade Road Reconstruction Project is summarized as follows: CIP No. Fund Description Fund Amount 350 2021 North Cascade Road Reconstruction $ 105,500 STBG-SWAP-2100 (669)--SG-31 Project Funding $ 105,500 Per the executed Purchase Agreements with Cheryl A. Sheldon, the City has compensated the owner in the amount of $500.00 for the property (Project Parcel 7) needed as additional right of way along North Cascade Road. RECOMMENDATION I recommend that the City Council approve the Acquisition Plat of Lot 10A of F.D.R. Park View Heights, Section 3, Township 88 North, Range 2 East of the 5th Principal Meridiari ir� Dubuque County, lowa, which provides the additional right of way needed for the for the North Cascade Road Reconstruction Project by the adoption of the attached resolution.
