SUBJECT: Withdrawal Request from Residential Parking Permit District A
DATE: December 11, 2019
At the request of the University of Dubuque, City Engineer Gus Psihoyos recommends
City Council approval of an amendment to the ordinance for Residential Parking Permit
District "District A" withdrawing Grace Street from North Algona to 270 feet east of
McCormick Street. Since the University of Dubuque owns all the property on this
section of Grace Street, it exceeds 60% of the dwelling units required to amend the
ordinance to withdraw this section of Grace Street from the Residential Parking Permit
District "District A" as required under the ordinance.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to provide information related to the public hearing
for a request to amend an ordinance of a Residential Parking Permit District (RPPD),
"District A" by withdrawal of Grace Street from N. Algona to 270 feet east of McCormick
Street.
BACKGROUND
In 1985, the City adopted ordinance 9-14-321.720 establishing Residential Parking
Permit Districts. The purpose of such districts is to reduce traffic congestion resulting
from the use of parking within residential districts by persons not residing within the
district, to protect the residents of these districts from an unreasonable burden in
gaining access to their residences, to preserve the character of such districts as
residenti�l districts, �nd other v�rious purpc�s�s, A Resicienti�! P�rki�g P�rmit �istri�#
designation can be made only after a petition of residents representing 60 percent
(60%) of the dwelling units in a proposed area is received, a parking study is conducted
by the City Engineer, and a public hearing is held by the City Council.
DISCUSSION
RPPD, "District A" encompasses Grace Street from Ida Street to a point 270 feet east of
McCormick Street. The establishment of Grace Street to RPPD "District A", was
approved by City Council December 16, 1985.
The University of Dubuque has just purchased the remaining property on Grace Str�et
from N. Algona Street to McCormick Street.
A request from the University of Dubuque was submitted on October 23, 2019 to
remove the section of Grace Street from North Algona to McCormick Street. Since the
University of Dubuque owns all the property on this section of Grace Street, it exceeds
the 60 percent (60%) of the dwelling units required to amend the ordinance to withdraw
this section of Grace Street from RPPD "District A" as required under the ordinance.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 9-14-321.733 of the City of Dubuque Code of Ordinance is hereby
amended to read as follows:
9-14-321.733: RESIDENTIAL PARKING PERMIT DISTRICT A:
A. The following described area constitutes a residential parking permit district
designated as residential parking permit district A:
Grace Street, from Ida Street to North Algona Street
B. No vehicles shall park curbside in Residential Parking Permit District A during the
hours of seven thirty o'clock (7:30) A.M. to eleven o'clock (11:00) P.M. daily,
except Sundays and holidays, without displaying a valid parking permit issued by
the City.
Section 2. This Ordinance shall take effect upon publication.
Passed, approved, and adopted this 16th day of December 2019.

This letter serves as a formal request to remove the Residential Parking Permit District A on
Grace Street from North Algona to 270 ft. east of McCormick Street. The University is
requesting UD Maintenance Vehicle Parking Only on the south side of Grace Street. The
University of Dubuque is the sole property owner on each side of Grace Street between Algona
and McCornuck Streets and this will not affect any resident homes on Grace Street.
