SUBJECT: Four Mounds Adult HEART Program
DATE: December 12, 2019
Four Mounds is a City Council priority. The Housing and Community Development
Department has been working with the Four Mounds HEART Program since it began.
Four Mounds, along with its partners, are replicating its successful youth HEART
Program model to pilot an Adult HEART Program to serve adults disconnected from the
world of work through restoration projects that revitalize and invest in our urban core.
The Program will work with partners to remove barriers to success for each participant.
Participants will receive a paycheck, holistic support, education, and connections to
employment opportunities. They currently have four participants in the pilot program,
and will have six participants during the next semester.
Housing & Community Development Director Alexis Steger recommends City Council
support of the Adult Four Mounds HEART Program by committing funds to rehabilitate
the City-owned residential property at 2601 Jackson per rehabilitation standards. The
City will provide funds for labor and materials using existing Residential Rehabilitation
Program funds and Housing TIF. The Housing & Community Development Department
will also provide support services as needed.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Training) Program

BACKGROUND
The City Council identified the Four Mounds HEART Program as a top priority, assisting
in the efforts to update housing stock in the Downtown Urban Renewal District and
beyond. HEART has a long history of engaging at-risk and disconnected youth to assist
the City's neighborhood revitalization efforts. Participants have the opportunity to
receive training and certifications in construction, financial literacy, CPR/First Aid, Lead
Paint Certification, safety and tool use.
The Housing and Community Development Department has been working with the Four
Mounds HEART Program since it began. Four Mounds, along with its partners, are

DISCUSSION
The Housing and Community Development Department has a City-owned property
located at 2601 Jackson Street that they would like to partner with Four Mounds Adult
HEART Program to rehabilitate as the Youth Program has done in the past. The City
will provide funds for labor and materials using existing Residential Rehabilitation
Program funds and Housing Tax Increment Financing. The Housing & Community
Development Department will also provide support services as needed.
RECOMMENDATION
I respectFully request the City Council approve supporting the Adult HEART Program by
committing funds of $30,000 to the rehabilitation of 2601 Jackson per rehabilitation
standards.
