Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer � , -� DATE: December 13, 2019 SUBJECT: Project Parcel 3 Widmeier Holdings, LLC Property Right of Way Plat and Dedication — Pennsylvania Avenue and Radford Road Intersection Improvements Project INTRODUCTION This memo provides information regarding the platting and acceptance of additional right of way at the intersection of Pennsylvania Avenue and Radford Road as part of a future Pennsylvania Avenue and Radford Road Intersection Improvements Project. BACKGROUND In 2014, Strand Associates, Inc. was hired by the City to complete a preliminary study and design for the roundabout concept for the intersection of Pennsylvania Avenue and Radford Road improvements. In 2015, GHD (Ourston Roundabouts) was hired by the City to refine the preliminary design to current City standards. City staff has completed a preliminary study on right of way property needed to accommodate the proposed roundabout design. Areas proposed for right of way acquisition are shown in light purple on the attached map. Recently, developers and property owners have inquired with City Staff regarding the commercial development of the properties at the northeast and northwest corners of the intersection. With the impending development of this parcels of property this would be the perfect time to begin discussions with the three property owners regarding right of way acquisition/purchase for the proposed roundabout project. Recently, the City of Dubuque and Widmeier Holdings, LLC entered into an agreement whereby the City would acquire a portion of Lot 1-2-1-1, Block 2, of Northrange Industrial Park, in the City of Dubuque, lowa, owned by Widmeier Holdings, LLC, needed for the Pennsylvania Avenue and Radford Road Intersection Improvements Project. As part of that agreement, the City is responsible for the surveying and platting of the proposed division of the property. DISCUSSION In accordance with a Purchase Agreement with Widmeier Holdings, LLC the additional right of way of Pennsylvania Ave. and Radford Rd. needs to be platted. The platting of this additional area has been coordinated with the owners of the property and they have signed and consented to the plat. The City of Dubuque Engineering Department has prepared an acquisition plat to provide the right of way area. The area being platted will be dedicated to the public for right of way purposes, included streets and utilities. BUDGETIMPACT The anticipated City funded for the advance property acquisitions to accommodate the future improvements at the Pennsylvania Avenue and Radford Road intersection is summarized as follows: CIP No. Fund Descri tion Bid Award 300 2256 Penn Radford Intersection (FY19) $71,150.00 300 1922 Safe Routes to School (FY19) 5,000.00 300 2142 Street Construction - General (FY19) 10,050.00 Total Project Funding $$5,240.40 Per the executed Purchase Agreement with Widmeier Holdings, LLC the City has compensated the owner in the amount of $58,108.55 for the additional right of way at Pennsylvania Ave. and Radford Rd. RECOMMENDATION I recommend that the City Council approve the Acquisition Plat of Lot 1-2-1-1-A, Block 2, of Northrange Industrial Park, in the City of Dubuque, lowa, which provides additional right of way needed for the for the future Pennsylvania Avenue and Radford Road Intersection Improvements Project by the adoption of the attached resolution.
