INTRODUCTION
This memo provides information regarding the platting and acceptance of additional
right of way for the North Cascade Road Reconstruction Project, from the bridge over
Catfish Creek to Edval Lane.
BACKGROUND
With the upcoming completion of the Southwest Arterial (US 52) and the location of the
Middle Interchange at North Cascade / English Mill Road, traffic volumes are expected
to increase on North Cascade Road. The existing roadway is narrow, substandard in
design and is inadequate to accommodate future traffic and development growth.
The Timber Hyrst residential subdivision is under development and connects
Creekwood Drive to North Cascade Road between Edval Lane and the Catfish Creek
bridge. The development agreement for this subdivision between the City of Dubuque
and North Cascade Road Developers, LLC. stipulates that the City will complete safety
related improvement to North Cascade Road.
The City is developing a project to reconstruct North Cascade Road between the bridge
over South Fork of the Catfish Creek to the future intersection of North Cascade Road
and the Southwest Arterial. The project will be developed into 2 phases; Phase 1 (2019)
- from Catfish Creek bridge to Edval Lane; and Phase 2 (2021) - from Edval Lane to
Southwest Arterial.
The current 24-foot rural roadway will be widened to accommodate a 35-foot urban
"complete street" section with 5-foot paved shoulders / bike lanes on each side and
grading for future sidewalks on each side of the road. The existing curves on North
Cascade Road are substandard and will be realigned to improve safety and allow for
better sight distance.
Recently, the City of Dubuque and Jeffrey Arensdorf and Howard and Sandra Arensdorf
entered into a purchase agreement whereby the City would acquire a portion of Lot 2-2
of Ohmert Farm in Section 3, Township 88 North, Range 2 East of the 5t" Principal
Meridian, in Dubuque County, lowa (shown as Project Parcel 2 on attached map)
owned by Jeffrey Arensdorf and Howard and Sandra Arensdorf, needed for the for the
North Cascade Road Reconstruction Project. As part of that agreement, the City is
responsible for the surveying and platting of the proposed division of the properties.
DISCUSSION
In accordance with a Purchase Agreement with the property owners, Jeffrey Arensdorf
and Howard and Sandra Arensdorf, the additional right of way of North Cascade Road
needs to be platted. The platting of this additional area has been coordinated with the
owner of the property and they hav� signed and consented to the acquisition plat.
The City of Dubuque Engineering Department has prepared the acquisition plat to
provide the right of way area. The area being platted will be dedicated to the public for
street and utility purposes.
BUDGETIMPACT
The anticipated project funding for the property acquisitions to accommodate the future
improvements for the North Cascade Road Reconstruction Project is summarized as
follows:

Per the executed Purchase Agreement with Jeffrey Arensdorf and Howard and Sandra
Arensdorf, the City has compensated the owner in the amount of $16,000 for the
property (Project Parcel 2) needed as additional right of way along North Cascade
Road.
RECOMMENDATION
I recommend that the City Council approve the Acquisition Plat of Lot 2-2-A of Ohmert
Farm in Section 3, Township 88 North, Range 2 East of the 5t" Principal Meridian, in
Dubuque County, lowa, which provides the additional right of way needed for the for the
North Cascade Road Reconstruction Project by the adoption of the attached resolution.
ACTION TO BE TAKEN
I respectfully request approval of the Acquisition Plat of Lot 2-2-A of Ohmert Farm in
Section 3, Township 88 North, Range 2 East of the 5t" Principal Meridian, in Dubuque
County, lowa, and acceptance of the dedication of said lot for Right of Way purposes,
including streets and utilities, through the adoption of the enclosed resolution.

APPROVING THE ACQUISITION PLAT OF LOT 2-2-A OF OHMERT FARM IN
SECTION 3, TOWNSHIP 88 NORTH, RANGE 2 EAST OF THE 5TH PRINCIPAL
MERIDIAN, IN DUBUQUE COUNTY, IOWA
Whereas, there has been presented to the City Council of the City of Dubuque, Iowa,
an Acquisition Plat dated February 15, 2019 prepared by the City of Dubuque
Engineering Department describing Lot 2-2-A of Ohmert Farm in Section 3, Township
88 North, Range 2 East of the 5th Principal Meridian, in Dubuque County, Iowa; and
Whereas, Lot 2-2-A of Ohmert Farm in Section 3, Township 88 North, Range 2 East
of the 5th Principal Meridian, in Dubuque County, Iowa is designated as Project Parcel 2
on said Acquisition Plat dated February 15, 2019 prepared by The City of Dubuque
Engineering Department; and
Whereas, said plat conform to the laws and statutes pertaining thereto; and
Whereas, upon said plat appears Lot 2-2-A, which Jeffrey Arensdorf and Howard W.
and Sandra L. Arensdorf, by said plat, have dedicated to the public forever.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the plat dated February 15, 2019 prepared by The City of Dubuque
Engineering Department, relative to the real estate hereinabove described be and the
same is hereby approved, and the Mayor and City Clerk be and they are hereby
authorized and directed to execute said plat and on behalf of the City of Dubuque, Iowa.
Section 2. That the dedication of Lot 2-2-A of Ohmert Farm in Section 3, Township 88
North, Range 2 East of the 5th Principal Meridian, in Dubuque County, Iowa, for Right of
Way purposes, including streets and utilities, as it appears on said Acquisition Plat, be
and the same is hereby accepted.
