SUMMARY: City Manager recommending that the City Council
schedule three work sessions for Tuesday, January 28,
2020 at 6:00 p.m. in the Council Chambers for:
1. Reviewing the Performance Analysis of Solid
Waste Operations and Rate Review Study
completed by Foth Infrastructure and
Environment, LLC.
Greater Dubuque Development Corporation President&
CEO Rick Dickinson requesting two Work Sessions for:
2. Workforce Solutions Update; and
3. Reviewing the results of the latest national Site
Selection Survey.

SUBJECT: Performance Analysis of Solid Waste Operations and Rate Review Study

INTRODUCTION
The purpose of this memorandum is to request a City Council work session to present
the completed Performance Analysis of Solid Waste Operations and Rate Review Study
developed by Foth Infrastructure and Environment LLC.
BACKGROUND
On April 24, 2018, the Public Works Department received proposals from eight
consulting firms. The proposals were reviewed and at the June 18, 2018 meeting the
City Council approved the selection of Foth Infrastructure and Environment, LLC (Foth)
to perform the Solid Waste Operations and Review Study.
DISCUSSION
Under the terms of the RFP Foth reviewed the current solid waste collection system,
developed a community engagement program to provide residents the opportunity to
provide input regarding waste minimization strategies, and completed a comprehensive
review of the City's solid waste collection fees. The full report has been provided for
council review.
ACTION STEP
I respectFully request a City Council work session to review the Performance Analysis of
Solid Waste Operations and Rate Review Study completed by Foth Infrastructure and
Environment, LLC on January 28, 2020 at 6:00 p.m.
