This is a claim in which claimant alleges that as he was traveling north on the Northwest
Arterial approaching Hwy. 20, he ran over a needle-nosed pliers, damaging his tire.
According to the report of John Klostermann, Street/Sewer Maintenance Supervisor, the
Northwest Arterial is a state highway and the City of Dubuque has no maintenance
agreement with the state on this road.
It is therefore the recOmmendation of John Klostermann to deny this claim, and refer
claimant to Mr. Dave Shanahan, with the Iowa Department of Transportation. The Legal
Department concurs with this recommendation.
