Dear Mayor Duggan and City Council,
On behalf of 150 dedicated 6th and 7th graders, I submit to you the results of their
work at the Young Citizens' Forum of March 19, 2003.
Following preparation involving reading, writing, discussing and negotiating,
these students formulated their ideas on an issue pertinent to the citizens of Dubuque,
Iowa, the United States and the entire world.
I promised the students that responsible elected officials would have the
opportunity to review their work and provide some feedback to them as a group. I ask
your help in fulfilling this promise.
The real promise, of course, is the prospect of the next generation of citizens
being empowered to believe their voices and ideas count in the formulation of public
policy.
We thank you for the time and passion you bring to your elected position and
hope you are encouraged by the effort of these "young citizens.

Final Walmart Proposal
Dubuque already has one Walmart. It would be a great benefit for our city to have a
second store. Even if streets would have to be torn up or rebuilt, Dubuque would benefit
because the sales tax has risen 7% and a great number of people shop at Walmart.
Redoing roads would only cost a little money from city funds. Also, the Farmland Foods
building is old and rotting and something should be done. If the new Walmart were built
people would not have to go all the way out to the west end
There are some concerns about the impact on the surrounding area. These include noise
and increase in traffic.
1. Walmart will meet the city of Dubuque's new business requirements of paying
employees at least $9.00 an hour.
2. Walmart will present to the city council a signed statement that they will begin
work right away.
3. The city will work with Walmart to solve the disagreement of traffic and who will
pay for the roads.
4. Walmart will have to pay for the stuff they want the city to pay for.
5. Make it clear to people coming into Dubuque where each Walmart is located.
In all, to choose to bring in another Walmart would be a very smart choice and good
idea.
