Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
Assistant Planner Guy Hemenway reviewed the submitted plat, noting that the final plat
facilitates development of riverfront property, including the new Grand River Center, former
Dubuque Star Brewery and reconstruction of Bell Street.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted final plat
is in substantial compliance with the City's Subdivision Regulations except for waiving the
lot frontage requirement for Lot 1, which is occupied by the Grand Harbor Resort and Water
Park.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving the lot frontage requirements for Lot 1.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Final Plat of Riverwalk 4th Addition
INTRODUCTION
The submitted final plat subdivides 20.8 acres of property into five lots. The lots are
located in the Port of Dubuque Planned Unit Development and include the Grand
Harbor Resort and Waterpark, Dubuque Conference and Education Center, Dubuque
Star Brewery, Bell Street right-of-way, and vacated East 5th Street.
DISCUSSION
The submitted final plat subdivides 20.8 acres of property into five lots. Lot 1 is 2.18
acres in size, and generally follows the footprint of the Grand Harbor Resort and
Waterpark. Lot 1 has 0 feet of frontage on a platted public street; however, the
northernmost lot boundary abuts Lot A, which is designated public access. Lot 2 is
approximately 6.8 acres with 564 feet of frontage along Bell Street and accommodates
a parking area. Lot 3 is approximately 10.75 acres and consists of a vacated alley and
vacated Tower and Pine Streets. Lot 3 also accommodates the former Dubuque Star
Brewery building and the Dubuque Conference and Education Center. Lot 3 has
frontage on Bell and East 4th Streets. Lot A is approximately .9 acres in area and is the
former platted East 5th Street. Lot A is no longer a platted street, but still remains as
public access. Lot A is located between the Dubuque Conference and Education
Center and the Grand Harbor Resort and Waterpark. Lot B is approximately .12 acres,
which will become dedicated right-of-way for Bell Street. Lots 1, 2, 3 and A front the
Dubuque Riverwalk along their eastern boundaries.
RECOMMENDATION
Planning staff recommends the Zoning Advisory Commission approve the final plat of
Riverwalk 4th Addition, as it is in substantial compliance with the City of Dubuque
Subdivision Regulations subject to waiving lot frontage requirements for Lot 1, and with
Lot B being dedicated to the public.

RESOLUTION NO. 156-03
A RESOLUTION APPROVING THE FINAL PLAT OF RIVERWALK 4TM ADDITION iN THE
CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a final plat of Riverwalk 4th Addition in
the City of Dubuque; and
Whereas, upon said final plat appears a street to be known as Bell Street (Lot B) together
with certain public utility, existing easements, which the owners by said final plat have dedicated
to the public forever; and
VVhereas, said plat provides 0 feet of lot frontage for Lot 1, where 50 feet of lot frontage
is required; and
Whereas, said final plat has been reviewed by the Zoning Advisory Commission and had
their approval endorsed thereon; and
VVhereas, said final plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the dedication of Bell Street (Lot B) together with easements for
public utilities and existing easements as they appear upon said final plat, be and the same are
hereby accepted, and
Section 2. That Section 42-19(b) of the Subdivision Regulations is waived to allow
Lot 1 with 0 feet of lot frontage when 50 feet of lot frontage is required.
Section 3. That the final plat of Riverwaik 4th Addition is hereby approved and the
Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa, upon said final plat.
