Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, memorandum and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, indicating that the submitted plat will allow the
sale of buildings and the property individually by placing each structure on its own lot.
Staff reviewed the final plat, noting that Lot 5 has no lot frontage; however, access to the lot
is still available from a common drive off 30th Street.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted final plat
and waiving of lot frontage for Lot 5 will not adversely impact adjacent property.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majodty vote is needed for the City Council to approve the request,

SUBJECT: Final Plat of Liebe's Subdivision No. 3
INTRODUCTION
The submitted final plat subdivides three Jots into five lots. The proposed lot
reconfiguration will enable the property owner to sell four existing industrial buildings
separately.
DISCUSSION
The submitted final plat for Liebe's Subdivision No. 3 reconfigures three existing lots
into five lots. Lots 1, 2, 3, and 4 are split from two existing lots and total approximately
6.4 acres. Lot 5 replats and renames an existing lot. Lot 5 is substandard in that it has
23 feet of frontage along O'Neill Street; less than the 50 feet minimum frontage required
by Subdivision Regulations.
The subdivision will enable the owner to place existing industrial buildings on separate
lots. Lot 1, which is 2.8 acres and has frontage on Jackson Street, will accommodate
the H & W Building; Lot 4, which is 1.4 acres and has frontage on 30th Street, will
accommodate an existing industrial building; and Lot 3, which is 1.7 acres and has
frontage on Liebe Street, will accommodate the third industrial building. Lot 5 is 1.6
acres in area and is separated from the other four lots by City property that
accommodates the North End Neighborhood Trail. Lot 5 is a replat of an existing
substandard lot that has 23 feet of frontage along O'Neill Street when 50 feet of
frontage is required for all new lots.
RECOMMENDATION
Planning staff recommends the Zoning Advisory Commission approve the final plat of
Liebe's Subdivision No. 3, as it is in substantial compliance with the City of Dubuque
Subdivision Regulations, subject to waiving lot frontage requirements for Lot 5.

RESOLUTION NO. 157-03
RESOLUTION APPROVING THE FINAL PLAT OF LIEBE'S SUBDIVISION NO.
3 IN THE CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a Final Plat of Liebe's
Subdivision No. 3 in the City of Dubuque, Iowa; and;
Whereas, said plat provides Lot 5 with 23 feet of lot frontage where 50 feet of lot
frontage is required; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory
Commission and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they
find that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lot 5 with 23 feet of lot frontage where 50 feet of lot frontage is required.
Section 2 That the Final Plat is hereby approved, and the Mayor and City
Clerk are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa upon said Plat of Survey.
