The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, memorandum and related materials are attached for your
review.
Discussion
Staff reviewed the submitted final plat, noting that the dedication of additional right-of-
way along Mt. Loretta Avenue will allow for a drop-off/pick-up lane and parking on both
sides of the street
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted plat
is in substantial compliance with the City of Dubuque Subdivision Regulations.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The Dubuque Community School District has pumhased five lots along Bryant Street,
Mt. Loretta Avenue, and Ramona Street across from Bryant School at 1280 Rush
Street. The submitted plat reconfigures four vacant lots and a former alley right-of-way
into a single plat and dedicates 2,295 square feet of lot area to the City for expansion of
Mt. Loretta Avenue.
DISCUSSION
The Dubuque Community School District has purchased four former residential lots and
City alley right-of-way in an effort to create a 39-space parking lot across from the
Bryant School facility at 1280 Rush Street. The five lots have been consolidated into
one plat, which is bordered by Bryant Street on the west, Mt. Loretta Avenue on the
north, Ramona Street on the east and two residential lots to the south. The plat also
splits off a 217.19' by 10' lot (Lot A), which will be dedicated to the City for expansion of
Mt. Loretta Avenue. This will enable the City to expand Mt. Loretta Avenue across from
Bryant School and to provide a drop-off/pick-up lane along the south side of the Bryant
School campus. Lot lA of the plat is former City alley right-of-way that has been
vacated and is now owned by the School District. There is a 16-foot wide perpetual
utility easement across Lot lA reserved for City utilities.
RECOMMENDATION
Planning staff recommends the Zoning Advisory Commission approve the plat of survey
of Bryant School Place as it is in substantial compliance with the City of Dubuque
Subdivision Regulations.

RESOLUTION NO. 158 -03
RESOLUTION APPROVING THE PLAT OF BRYANT SCHOOL PLACE IN THE
CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a plat of survey of Bryant
School Place in the City of Dubuque, Iowa; and
Whereas, upon said final plat appears a street known as Mt. Loretta Avenue (Lot
A) which the owners of said plat of survey have dedicated to the public forever; and
Whereas, said plat of survey has been reviewed by the Zoning Advisory
Commission and had their approval endorsed thereon, subject to the owners agreeing
to the conditions noted in Section 2 below; and
Whereas, said plat of survey has been examined by the City Council and they
find that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the dedication of Mt. Loretta Avenue (Lot A) as it appears
upon said plat of survey be and the same is hereby accepted; and
Section 2. That the plat of survey of Bryant School Place is hereby approved
and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa upon said plat of survey, provided the owners of
said property herein named, execute their wdtten acceptance hereto attached
agreeing:
a) To reduce Mt. Loretta Avenue to grade and to hard surface with
asphaltic concrete, in a manner acceptable to the City Engineer, and in conformance
with construction improvement plans approved by the City Engineer, and inspected by
the City Engineer.
b) To construct said improvements one (1) year from the date of
acceptance of this resolution, at the sole expense of the owners, or future owners.
Section 3. That in the event the owners shall fail to execute the acceptance
within 180 days after the date of this resolution, the provisions hereof shall be null and

effective.
