authorization for the Mayor to sign a letter to the lowa Economic Development Authority
outlining the budget status to Contract#13-NDRH-001. Pursuant to the contract, the
City is to receive $8.9 million in HUD CDBG National Disaster Resilience Grant funding
specifically for housing improvements associated with the Bee Branch Watershed Flood
Mitigation Project.
The letter advises that, "If the National Disaster Resiliency Grant is extended in time
and funding, the City could complete additional units above and beyond the current
contract, based on the number of interested applicants that are remaining and will go
unserved."
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to seek authorization to send a letter to the lowa
Economic Development Authority (IEDA) at their request outlining the budget status to
Contract#13-NDRH-001. Per Contract#13-NDRH-001, the City is to receive $8.9
million in HUD CDBG National Disaster Resilience Grant funding specifically for housing
improvements associated with the Bee Branch Watershed Flood Mitigation Project.
BACKGROUND
Since 1999 there have been six Presidential Disaster Declarations due to the property
damage caused by flash flooding in the Bee Branch Watershed. While the Bee Branch
Watershed comprises just over 20% of the entire city by area, more than 50% of
Dubuque's population either lives or works in the watershed.
The sixth disaster (DR-4018) occurred in July of 2011 when a storm event stalled over
Northeast lowa and dropped more than 14 inches of rain in less than 12 hours on parts
of the city. The aftermath was devastating with the Bee Branch Watershed hit hardest.
The city's storm drains were unable to handle the water, and substantial flash flooding
occurred, damaging elements of the drainage system, tearing up roads, and flooding
homes and businesses. The reports included 32 sewer back-ups, 259 requests for
basement pumping, and 47 sanitary/storm sewer maintenance requests.
In January 2016, the State was awarded $95.7 million in HUD National Disaster
Resiliency Competition grant funds to help lowa recover from the 2011 floods. Per the
award, the City of Dubuque is to receive $8.9 million for housing improvements
associated with the Bee Branch Watershed Flood Mitigation Project. The housing
improvements are as follows:
To make at least 275 Housing Units more resilient to flooding in the eligible Bee
Branch Healthy Homes area. These improvements will be done through approved
construction for the following but not limited to: landscaping, tuckpointing, roofs,

gutters etc. These improvements will be for income eligible homeowners, landlords
and tenants.
In October of 2016, the City Council adopted Resolution 363-16, authorizing the
execution of a funding contract with the lowa Economic Development Authority (IEDA)
as a requirement for the City's receipt of$8,900,165.00 in CDBG Disaster Recovery —
National Disaster Resiliency funds for the Bee Branch housing improvements.
DISCUSSION
As outlined in the funding contract between the City and IEDA, the City is to expend the
Community Development Block Grant Program Disaster Recovery — National Disaster
Resiliency (CDBG-NDR) funding by September 30, 2021 . With less than twenty months
left, IEDA has requested that all grant sub-recipients, such as the City of Dubuque,
provide a letter outlining the budget status and the need for any additional amendments
to the funding contract. The reason for the request is to help IEDA determine if each
grant sub-recipient is on schedule to spend the money within the allotted timeframe. If
IEDA determines that a sub-recipient will not be able to spend the funding by
September 30, 2021 , they may reallocate the funding to another sub-recipient for their
use.
The City's CDBG-NDR funding contract with the IEDA allocates $8.9 million in CDBG-
NDR funds for housing improvements. The budget status is as follows:

We are also providing an account of the contract match (Lead & Healthy Homes) that
has been expended by the City on the watershed housing improvements. We have met
our contracted match requirements.

As indicated, the City has awarded contracts totaling $3,441 ,252.00. This amount
represents completed construction on 127 units with regards to Resiliency work and
improvements. The City currently has awarded contracts and committed to HUD funded
expenditures totaling $3,064,049.00. This amount represents another 137 units in either
the stage of construction, contract signing or inspection and verification. At least 72 of
these units are finished with construction and are in the final stages of closing. This
leaves a balance of$1 ,941 ,728.00 that the City is committed to awarding future
contracts to finish out the NDR Grant by September 30, 2021 . This will allow the City to
complete an estimated 50 additional units.
BUDGET
In addition to the CDBG National Disaster Resilience Grant funding, per the Contract,
the City has committed to $400,000 in contract match through previous lead projects.
REQUESTED ACTION
I respectfully request authorization for the Mayor to sign the attached letter to the lowa
Economic Development Authority outlining the budget status related to the City's receipt
of CDBG-NDR funds for housing improvements associated with the Bee Branch
Watershed Flood Mitigation Project.
