Introduction
This memorandum requests the City Council set a public hearing, in conjunction with
the Housing & Community Development Department Budget Hearing, on February 26,
2020 at 6:00 p.m. for the Community Development Block Grant 5-Year Consolidated
Plan (2021-2025), which includes the FY 2021 Annual Action Plan, for the use of
Community Development Block Grant funds.
Background
The City of Dubuque receives Community Development Block Grant (CDBG) funds on
an annual basis from the U.S. Department of Housing & Urban Development on an
entitlement basis. The City must use a public process to plan for, use, and evaluate the
impact of these federal resources in the community. The City uses CDBG funding to
provide decent, affordable housing, create economic opportunity, and suitable living
environments. City staff and partner organizations in the community deliver programs
and activities designed to increase affordability, accessibility, availability, and
sustainability of resources in the community.
Every 5-years the City is required to put together a plan to address the needs of the
community. This includes a housing needs assessment, community engagement, and
an analysis of impediments to fair housing. Included in the 5-year Consolidated Plan is
the first year Annual Plan (FY 2021). Due to the inclusion of the Annual Plan and
Budget for CDBG Entitlement funding, the Consolidated Plan must be adopted and
included into the City Budget.
As the City prepares the Fiscal Year 2021 budget, staff, commission members, and the
public are given the opportunity to provide input on the potential use of CDBG
Entitlement funding to meet the needs of low- and moderate-income populations.
Budget Impact
City staff from multiple departments coordinated to propose a budget for the Fiscal Year
2021 Annual Action Plan, that is part of the 5-Year Consolidated Plan. The CDBG
funding will be used by these departments to provide new and continued services that
primarily benefit low- and moderate-income populations.
The City has not been notified of the formula allocation available for Block Grant funds
in Fiscal Year 2021 . The budget has been prepared using an estimated entitlement,
based on the prior year allocation of$1 ,080,989, and projected program income
generated from CDBG funded activities. The proposed budget allocates $1 ,335,181 to
activities delivered by the following departments: Housing & Community Development,
Leisure Services, City Manager's Office, and Planning Services.
Discussion
The proposed budget presented to the Council is subject to change based upon federal
resources made available. The Community Development Block Grant allocations have
historically been announced in late February or March. Federal statute requires the City
submit a balanced Plan to the Department of Housing & Urban Development (HUD).
The Community Development Advisory Commission will hold a series of public
meetings and a public hearing to refine the Plan after HUD makes the allocations
available. Substantial changes in the scale and scope of services provided, as well as
comments from the Commission and public, will be forwarded to the City Council prior
to submitting the plan to HUD. Changes in the Plan impacting the City budget will be
reflected in the first Fiscal Year Budget Amendment.
Recommendation
I respectfully request the City Council adopt the attached resolution setting a public
hearing for the City of Dubuque Community Development Block Grant 5-Year
Consolidated Plan (2021-2025) that includes the FY 2021 Annual Action Plan for
inclusion in the City Budget on February 26, 2020 at 6:00 p.m.
RESOLUTION NO. 30-20
SETTING A PUBLIC HEARING ON COMMUNITY DEVELOPMENT BLOCK GRANT 5-
YEAR CONSOLIDATED PLAN INCLUDING THE FISCAL YEAR 2021 (PROGRAM
YEAR 2020) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL
ACTION PLAN BUDGET
Whereas, the City of Dubuque has prepared a proposed Community Development
Block Grant 5 -Year Consolidated Plan (2021-2025), including an Analysis of Impediments
to Fair Housing; and
Whereas, the City of Dubuque has also prepared the Fiscal Year 2021 (Program Year
2020) Community Development Block Grant Annual Action Plan as part of the 5 -Year
Consolidated Plan (2021-2025) for the use of Community Development Block Grant funds
for inclusion in the City Budget; and
Whereas, the City desires to hold a public hearing to receive comment on the proposed
5 -Year Consolidated Plan (2021-2025) and Fiscal Year 2021 (Program Year 2020)
Community Development Block Grant Annual Action Plan addressing both housing and
non -housing needs in the community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Historic Federal Building, Council
Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:00 p.m. on February 26,
2020 for the purpose of holding a public hearing and taking action to approve the
Community Development Block Grant 5 -Year Consolidated Plan (2021-2025) and include
the Fiscal Year 2021 (Program Year 2020) Community Development Block Grant Annual
Action Plan in the City Budget.
Section 2. That the City Clerk is hereby authorized and directed to publish a notice of
such public hearing and the City Council's intent to review and take action on the
Community Development Block Grant 5 -Year Consolidated Plan (2021-2025) including
the Fiscal Year 2021 (Program Year 2020) Community Development Block Grant Annual
Plan.

PUBLIC NOTICE is hereby given that the City Council of the City of Dubuque, lowa, will
hold a public hearing on the 26�h day of February, 2020 at 6:00 p.m. in the Historic Federal
Building, 350 West Sixth Street, 2"d floor, Dubuque, lowa, at which meeting the City
Council proposes to approve the Community Development Block Grant 5-Year
Consolidated Plan (2021-2025) and inclusion of the FY 2021 Annual Action Plan in the
Fiscal Year 2021 City Budget.
At the meeting, the City Council will receive oral and written comments from any resident
or property owner of said City to the above action. Written comments regarding the above
public hearing may be submitted to the Housing & Community Development Department,
350 W 6�h Street, Suite 312, on or before said time of public hearing.
Copies of supporting documents for the public hearings are on file in the City Clerk's
Office, and may be viewed during normal working hours.
