COMMISSION MEEfING MINUTES
GOVERNMENTAL BODY: Resilient Community Advisory Commission
DATE: January 2, 2020

MEMBERS PRESENT: Dean Boles, Sara Booth,Candace Eudaley-Loebach, Adam Hoffman,Jake Kohlhaas, Robin Kennicker.
MEMBERS ABSENT: Lalith Jayawickrama, Leah Specht.
STAFF PRESENT: Gina Bell,Sustainable Community Coordinator
Bell called the meeting to order at 5:03 pm. Bell confirmed the meeting was in compliance with the lowa Open Meeting
La w.
TEST AGENDA
PUBLIC COMMENT: No public comment.
MINUTES APPROVAL: Motion by Commissioner Boles to approve December 2019 minutes. Seconded by Commissioner
Booth. Motion carries.
CLIMATE ACTION PLAN UPDATE:
Bell shared the CAP Community Team met in December and narrowed down actions to explore deeper. Commissioners
participated in an exercise to weigh in on the top^'five recommendations under several topics (transportation, buildings
and energy, food, waste,water and waste water,adaptation,air quality, heat islands, extreme weather, etc.). Following the
exercise,the group discussed climate action planning.
Discussion included questions about carbon offsets and if the City can budget for carbon ofFset purchase. Commissioner
Boles asked what we have to do versus what we are doing to be climate stewards/a good city. Commissioner Booth
suggested that we should communicate to both the individual (organics will make your lunch healthier) and the group(less
pesticides in agriculture are better for everyone).The Commission discussed celebrating our success(Bee Branch Flood
Mitigation project) but balancing the message to include future potential threats. Commissioner Kohlhaas shared there are
lots of suggestions that are environmentally friendly, but cautioned to also consider the GHG reduction impact.
COMMISSIONER REPORTS:
Commissioner Boles missed the prior CDAC meeting and had no updates. Commissioner Kennicker shared that Leisure
Services will be hosting a Pet-Friendly Community Forum (on January 14, 2020 from 6 pm —8 pm in City Council Chambers)
to gather public input on proposal to allow pets in to majority of city parks.
NEXT MEETING: The next commission meeting will occur on Thursday, February 6, 2020 at 5:00 pm.The location of the
meeting will be at the Jule Operations and Training Center, 949 Kerper Boulevard.
ADJOURNMENT:The Commission adjourned at 6:35 pm.
