WHEREAS, every year, Chaplains Day is a time to reflect on the service of those chaplains
who made the ultimate sacrifice while serving our nation; and
WHEREAS, February 3, 2020 marks the 77th anniversary of the sinking of the troopship USAT
Dorchester. These four chaplains gave their own life jackets to four soldiers. The
heroic deeds of Chaplains Lt. George L. Fox, Lt. Alexander D. Goode, Lt. Johnny
P. Washington, and Lt. Clark V. Poling, are an inspiring example to the people of
the world; and
WHEREAS, on. December 7, 1941, Navy Lt. JG Aloysius H. Schmitt was serving on the USS
Oklahoma during the Japanese attack on Pearl Harbor. He helped a number of
men who were stuck in a lower compartment climb through the only porthole, he
declined to leave, and helped many men escape. Father Schmitt was the first
chaplain to die in World War II. Chaplain Schmitt is a 1932 graduate of Loras
College; and
WHEREAS, on May 4, 1966, Major William Joseph Barragy was the first chaplain to fall in
combat in Vietnam. Father Barragy died in a Chinook helicopter crash from the
101st Infantry Division. Chaplain Barragy was a graduate of Loras College; and
WHEREAS, the Dubuque American Legion Post#6 proudly honors all chaplains that made the
supreme sacrifice oftheir lives to the common cause of human freedom andjustice
for all so this ultimate loss shall not have been in vain.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON
BEHALF OF THE CITY COUNCIL, STAFF, AND CITIZENS OF DUBUQUE, DO HEREBY
PROCLAIM THE 16T" DAY OF FEBRUARY 2020, AS:
"DUBUQUE MILITARY CHAPLAINS DAY"
IN THE CITY OF DUBUQUE, IOWAAND ASKALL CITIZENS TO HONOR THOSE CHAPLAINS
WHO DIED IN COMBAT WHILE SERVING OUR COUNTRY.
IN WITNESS THEREOF, I have hereunto set my hand
and caused the Great Seal of the City of Dubuque to
be affixed this 4t" day of February 2020.
