F . _ � f �:��:'= �� ECIA Releases Annual Report -_-:.- �. �--� -�� �3 -- - _ East Central Intergovernmental Association (ECIA) located at 7600 Commerce Park, Dubuque, Iowa, is pleased to announce the release of their Annual Report for fiscal year ending June 30, 2019. ECIA is a membership supported organization of local governments in a five-county region. ECIA prides itself as being a forum for discussion on trending issues and is an extension of our member government staff providing assistance more efficiently and economically to multiple local governments than providing a service individually. Members receive assistance in finding and securing grant and/or loan funds from federal and state agencies for local and regional projects and ECIA provides the technical assistance to administer grants and programs. ECIA is comprised of local governmental bodies in five counties: Cedar, Clinton, Delaware, Dubuque and Jackson. Our mission is to work with member governments, their citizens and others to empower communities and enhance the quality of life throughout the region. The services and programs provided by ECIA cover six broad categories: Community Development, Economic Development, Housing Assistance, Employment & Training, Transportation and Planning and Transit. In fiscal year 2019, ECIA assisted local communities and counties in the region through various activities and projects including the following: Over $1 1,833,000 in grant dollars secured for community facilities and quality of life projects; approximately 100,000 Regional Transit Authority rides; $326,475 for non-federal aid transportation projects for communities in Clinton, Delaware, Dubuque and Jackson Counties through the Rural County Transportation Program (RCTP); $3,282,323 approved in ECIA Business Growth loans; 3,153 clients served through the Workforce Innovation and Opportunity Act (WIOA); 1,084 households assisted with a total of$4,602,255 in rental assistance through the Housing Choice Voucher program; and 533 homeless hotline calls with referrals for assistance made.
